Description
PRE-SOLICITATION NOTICE **NOTICE OF INTENT NOI-NIAID-23-2167370 NAICS � 811210 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Sartorius Corporation to procure a 1-year service and maintenance plan for a Sartorius iQue Screener PLUS Advanced High Throughput Flow Cytometry System (VBR), S/N: 3151, PRODUCT # 50058.� The Antibody Biology Unit (ABU) of the Laboratory of Immunogenetics (LIG), in furtherance of its mission to advance knowledge of human B cells and isolation of monoclonal antibodies requires the iQue Screener PLUS to be operational at all times. The LIG has recently expanded its focus to include work on isolating human monoclonal antibodies against different infectious diseases including malaria and COVID-19. These antibodies can be used to design new vaccine candidates and be tested for the ability to prevent malaria and SARS-CoV-2 infection. The iQue Screener PLUS System is a key instrument in identifying these candidates. The service plan will ensure that the system is maintained and continuously working. It was a very large investment and is needed for essential work, therefore, continuous maintenance and on-call service technicians are imperative to the instrument�s operation. Software upgrades and constant system operation are vital for NIH and required for essential work, therefore, continuous maintenance and on-call service technicians are imperative to the instrument�s operation. Required services include: Full coverage for parts, labor, shipping, and travel in event of repair The use of a loaner instrument while repairs are made 1 Preventative maintenance Major version software updates Unlimited email and voice tech support The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. �All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2167370) to Dana Monroe at dana.monroe@nih.gov, by Monday, May 1, 2023, by 5:00pm eastern time. All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
