- Description
- This proposed solicitation is intended for the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for road construction and reconstruction activities to cover multiple projects on the Gifford Pinchot and Olympic National Forests. The major categories of work activities include but are not limited to: New road construction, road reconstruction/restoration, other roadbed and surfacing construction, road obliteration (decommissioning), construction of steel, concrete, and timber road bridges, Emergency Relief for Federally Owned Roads (ERFO) requirements, culverts, aquatic passage structures, and ancillary structures. This acquisition is 100% set aside for Small Business concerns. �The applicable NAICS code is 237310- Highway, Street, and Bridge Construction with a corresponding size standard of $45 million. �Offerors will be evaluated on technical capability, price, relevant experience, and past performance.�Price is significantly less important than the technical evaluation factors. The government intends to award seven to fifteen contracts.� Contractors will compete for task orders as road construction needs arise. �The minimum guarantee is $1,000.00 per contractor over the life of the contract and the cumulative maximum aggregate ceiling is not to exceed �$50 million across all contracts. Contracts will be awarded to the offerors whose submittals comply with the solicitation submittal requirements and that represent the best value to the government. Contract performance time is from the date of award through 5 years. The solicitation for this project will be issued, on or about May 5th, 2023, with offers due on or about 45 days after the synopsis posting date. �All responsible sources may submit an offer that will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered and active in the System for Award Management (SAM) database at the time of project proposal submittal. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
