- COMBINED SYNOPSIS/SOLICITATION GROUND MAINTEANCE �SERVICES FOR HARPERS FERRY JOB CORPS CENTER, 146 BUFFALO RD. HARPERS FERRY, WV 25425 PERIOD OF PERFORMANCE: BASE PLUS FOUR (4) OPTION PERIODS 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 2. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ), number 1282A723Q0023. 3.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06 dated March 16, 2023. 4.This acquisition is solicited as a total Small Business Set-aside under NAICS Code 561730 with a small business size standard of $9.5 Million. 5. See two (2) documents at the bottom of the solicitation � Attachment one (1) � Wage Determination 2015-4285 and Attachment two (2) Quoters Documents for Grounds Maintenance Services. 6. Basic description of this acquisition and resulting contract is to provide all supervision, labor, management, transportation, supplies, materials, tools and equipment necessary to perform work required for Grounds Maintenance Services for the Harpers Ferry Job Corps Center located in Harpers Ferry, WV in accordance with the specifications and provisions of this announcement and resulting contract. 7. One single award shall be made against this acquisition as a Firm Fixed Price contract.� 8. Federal Acquisition Regulation (FAR) provisions 52.212-1, Instructions to Offerors-Commercial; and 52.212-2, Evaluation-Commercial Items apply to this acquisition. 9. To be considered responsive, all offerors shall have and maintain an ACTIVE registration in the System for Acquisition Management (SAM), to include completion of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items.� As a part of the submission package, all offerors shall certify they hold an ACTIVE registration in SAM.� SAM can be electronically accessed at System for Award Management (sam.gov). 10.�FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. 11. Site Visit information: Only one (1) site visit will be held for this requirement. Please meet James Delawder at the main parking lot of the Harpers Ferry JCC administrative building at 1:00PM EST on April 25, 2022.
