- General Information The National Institute of Standards and Technology, CHIPS Strategy, Technology, and Policy (STP) Office may have a requirement for project management and business process engineering support.� Additional details are provided below: REQUIREMENTS Child Care Community and Supply Analysis The Contractor shall provide local, up-to-date analysis on the child care needs and market dynamics in communities where applicants are situated. This includes: ����������� Evaluating existing providers, their capacity, and gaps within the region, including market segmentation by provider type ����������� Assessing capacity and costs across various age groups and care needs (e.g., special needs, extended hours) ����������� Identifying providers in the area that could potentially scale up to meet demand ����������� Performing a geographic analysis to determine whether certain parts of a community have greater difficulties with access ����������� Coordinating with local resource and referral agencies to ensure data are accurate The expected deliverables will include, in the near-term, in-depth assessments of at least 5-10 regions, with that number growing potentially to ~40-50 regions over the next 6 months. Demand modeling The Contractor shall support CPO in understanding the effect of an applicant�s project on local child care supply and demand. This includes: ����������� Modeling how the number of workers estimated for a given project would increase child care demand ����������� Determining how, if at all, an applicant�s proposed child care plan would affect overall capacity Technical expertise on child care programs The Contractor shall support CPO in researching existing child care programs to ensure they are compliant with relevant state laws and collect data on their quality. This includes: i.��������� Providing evaluations of state and local regulatory landscape to understand care providers� legal compliance, as well as program quality ii.�������� Assessing various programs in light of establish child program standards (e.g., licensure and accreditation) iii.������ Conducting stakeholder interviews to understand on-the-ground perspective Contracting Office Address Department of Commerce, National Institute of Standards and Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B121, Mail Stop 1640, Gaithersburg, MD, 20899-1640 NIST is seeking responses from all responsible sources. Small businesses are defined under the associated NAICS code for this effort, 541611 Administrative Management and General Management Consulting Services as those domestic sources having $24.5M. Please include your company�s size classification and socio-economic status in any response to this notice. Instructions to Responders: Interested parties that have the capabilities to meet the Government�s basic requirements are requested to email capabilities statement of no more than 20 pages, describing their abilities to meet all requirements to monica.brown@nist.gov no later than the response date of April 28, �2022, 12:00 p.m. EST for this sources sought notice. Also, please provide a copy to Tiffany.Johnson@nist.gov and Melissa.Fetsko@chips.gov.� The report should include relevant information to your capabilities including any requirements that cannot be met or is deemed close to but not meeting an identified requirement. Also, the following information is requested to be provided as part of the response to this sources sought notice: Name of company(ies), their addresses, and a point of contact for the company (name, phone number, fax number and email address) that provide the services for which specifications are provided.
