Description
(i)��Specifications/Requirement: �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to negotiate and solicit with only one source:� National Council for Prescription Drug Programs (NCPDP), 9240 East Raintree Drive, Scottsdale, AZ 85260. The NCPDP will provide full, standard access to their unique database to a fixed number of users identified in the NCPDP dataQ� Set-Up Sheet under an annual license fee. �Under the authority of FAR (13.106(b)(1)(i). This is not a request for competitive proposals; however, any responsible offeror may submit a quote which will be given due consideration by the agency.� (ii) This acquisition is issued as a Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 dated January 12th. (iv) For purposes of this acquisition, the associated NAICS code is 519290.� The small business size standard is 1000 employee(s). This action is being solicited as a Sole/Source. (v) Line-Item Structure: The following is a list of line-item number(s) and items, quantities, and units of measure, (including option(s), if applicable) and should be reflected in the Offeror�s quote/proposal: 0001: One-year NCPDP database access. 0002:(option)� One-year NCPDP database access. 0003:(option) �One-year NCPDP database access. 0004:(option) �One-year NCPDP database access. 0005:(option) �One-year NCPDP database access.����������������������� (vi) Specifications/Requirement: The FDA will use the NCPDP issued server user credentials to download a complete database in the form of compressed dataQ� file archive. FDA can download the complete dataQ� pharmacy records data set for use by FDA staff. On the 1st of every month a new dataQ� update in the form of a compressed file is available on the server for download. The monthly update file will update the prior month�s data set. All data is formatted as a fixed width ASCII text file. NCPDP will also provide access to dataQ� compressed file with a �rolling� 3-month of data on the computer server. The FDA will also receive access to a real-time searchable live data search engine. The contractor�s WebConnect search engine should be always available when the contractor servers are available. FDA will not need to download new software or computer application onto FDA systems. All data tables are provided in compressed ASCII text files, which can be decompressed with standard issue FDA licensed software, i.e., WinZip, and manipulated with standard issue FDA licensed software, e.g., Microsoft Office. Original documents, such as licenses, certificates, or confirmation letters are received as scanned files in standard formats readable by standard software available at FDA, e.g., PDF. (vii) Delivery: Offsite at the contractor�s place of business.� Contractor technical support is available:� Monday thru Friday 8am � 5pm ET National Council for Prescription Drug Programs (NCPDP), 9240 East Raintree Drive, Scottsdale, AZ 85260 (viii) The provision at 52.212-1, Instructions to Offerors � Commercial DEVIATION 2018-O0018, applies to this acquisition.� The following addenda have been attached to this provision: In addition to the requirements set for the in FAR 52.212-1, all offers responding to this solicitation must provide their business size in relation to the NAICS code contained in this solicitation and shall identify any socioeconomic categories to which they belong.
