- Army Retirement Services Office (Army G1) and Soldier for Life Office (TRADOC)�Soldier for Life Network RFI THIS IS A REQUEST FOR INFORMATION ONLY: The US Government desires inputs to assist the government in determining the feasibility to create and provide support services, under a gratuitous services agreement, for a web-based communications platform for the voluntary enrollment of: (1) Retired Soldiers. (2) Army Veterans and (3) Soldiers from all three Army components that have not retired. Soldiers transitioning to civilian status and the Retired Reserve as well as retiring active service Soldiers will be invited to join the platform to remain in contact with the Army after their service is completed. The platform will: (1) disseminate selected Department of the Army and Department of Defense (DOD) information and policies of interest to Army Veterans (2) encourage collaboration between Army Veterans and between Army Veterans and the Department of the Army in order to accomplish Army goals and missions (3) facilitate networking between Soldiers and Army Veterans, particularly during transition/retirement planning, and (4) encourage Soldiers and Army Veterans to understand and promote the Soldier for Life mindset. The Army�s Soldier for Life Directorate, U.S. Army is committed to providing value to all Soldiers, Veterans, and Family members in communities throughout the country. Soldier for Life connects the Army with governmental and nongovernmental organizations to influence policies, programs, and services that support Soldiers, Veterans, and Families, while also reinforcing the Soldier for Life mindset. In 2014, the Army replaced its official email system, which was accessed using a username and password with a system accessed using a Common Access Card. With this change, Retired Soldiers and Army Veterans lost their access to Army Knowledge Online. As a result, they lost their military email address, access to contact information for current Soldiers and other Army Veterans, as well as access to official unclassified Army and DOD policies, publications, and official information of key importance to them and their families. This action greatly reduced the Army�s direct communications with Army Veterans, giving the impression the Veterans were no longer part of the Army Family. The intervening years have demonstrated that Army Veterans can perform some tasks for the Army that Soldiers cannot, such as representing and advocating for the Army on a day-to-day basis in towns and businesses where Soldiers cannot or do not go. Of particular importance is Veteran support of the Army�s recruiting mission. This initiative has been deemed necessary and advisable. What length of agreement does Industry believe would meet a mutual beneficial arrangement? Vendor will be required to identify the mutually beneficial arrangements (GAO Redbook chapter 6) as a result of this no cost contract. 3. How would industry fund their incurred costs and fulfill a no cost agreement with the Army? 4. If not, please provide enough information to ensure SOO is adjusted properly.� 6. What metrics and analytical architecture does industry recommend ensuring U.S. Army Soldier for Life Directorate can monitor site performance, number of users, etc.? 7. U.S. Army Soldier for Life Directorate expects to have 100,000 users in system within 6 months for Initial Operational Capability (IOC). Does industry see any concerns in meeting this? If this was not met, what consideration/recourse would industry recommend if any? 8. U.S. Army Soldier for Life Directorate expects to have 8M users in system at Full Operational Capability (FOC). THIS IS NOT A NOTICE OF CONTRACT OR TASK ORDER RFP ISSUANCE. This RFI is issued for the purpose of developing a viable RFP that will best communicate the Government's requirements to industry through this exchange of information. Responses to this RFI are voluntary and will not affect any contractor's ability to submit a proposal if, or when, an RFP is released. This RFI is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise because of the submission of information in response to this RFI.
