- Description
- Driving inclusive growth in the Democratic Republic of Congo (DRC) will require private investment in the country�s promising businesses. USAID�s Investment Facilitation Activity in the DRC (USAID Invest) was issued on February 18,2021 for a five-year period, Cost-Plus-Fixed Fee (CPFF) completion type contract. The goal of USAID Invest is to facilitate investments between companies established in the DRC and local and international investors. By cultivating a pipeline of high-potential businesses in the agriculture and agriculture-enabling sectors and providing them with investment readiness and transaction advisory services, the project aims to mobilize significant private investments in the DRC. USAID Invest applies USAID�s Private Sector Engagement Policy to mobilize investment and drive inclusive, private sector-led growth. USAID Invest is implemented by Chemonics International Inc, 1717 H ST NW, WASHINGTON DC 20006-3900. USAID/DRC mission intends to modify the USAID Invest contract 72066021C00002 to expand scope of work (SOW) and provide supplemental funding allocated from the Additional Ukraine Supplemental Appropriations Act (AUSAA) due to the impact on increasing food, fertilizer and fuel prices on food security in the DRC. With supplemental funding, USAID Invest will have to accelerate recovery and resilience-building by embedding a grant under contract facility in the activity to provide blended finance (cost-share and USAID grants) to aggregators, food processing, and input distribution companies (of critical inputs such as fertilizer, seeds, among other critical inputs) and ultimately lead to positive impacts and relief on food pricing. Impact on food pricing will happen as a result of these companies (grantees) not including cost of capital (which in this case would be subsidized by the grants) in their respective final products that will be sold to end consumers. The value of this funding increase to facilitate grants under contract is estimated at $6,000,000 with an estimated extended period of performance of 18 months from 02/28/2026 to 08/27/2027 and increasing the budget of the award from $ 12,613,716 to $ 18,613,716. No solicitation will be issued for the proposed action. Therefore, this Notice of Intent is not a Request for Competitive Proposals. However, interested persons may indicate their interest and ability to meet the requirement. The Government will consider all expressions of interest received within fifteen (15) days after the date of publication of this synopsis. A determination by the government not to compete this proposed contract modification based on the responses, if any, to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to proceed with competitive procurement.
