Description
This is a sources sought notice. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) Facilities Engineering Acquisition Branch (FEAD) Rota, Spain is preparing to solicit a follow-on Indefinite Delivery Indefinite Quantity (IDIQ) Multiple-Award Construction Contract (MACC). The purpose of the Rota MACC is to execute sustainment, restoration, and modernization (SRM) projects, alteration, demolition, repair, and new construction or expansion of any type of facilities or real property assets, including waterfront or airfields facilities. Projects will be executed through firm-fixed price (FFP) Design-Bid-Build or Design-Build task orders, or even a combination of both.� The geographic scope of the contract includes Spain and Portugal, including any islands belonging to both nations.� Work will primarily be performed at Naval Station Rota, but may also include work at military facilities such as Moron Air Base and the United States National Support Elements and/or North Atlantic Treaty Organization facilities located in Madrid, Spain; Valencia, Spain; and Lisbon, Portugal.. The intent of this notice is to identify potential offerors for market research purposes. The Procurement Method will be issued using full and open competition, utilizing the two-phase design-build selection procedures discussed at FAR subpart 36.3, resulting in a single solicitation covering both phases with the intent to award approximately five MACCs. The NAICS Code for this procurement is 236220 with a size standard of $45 Million. The Navy intends to solicit and award the MACC with a base ordering year, seven (7) optional ordering years, and an extension of services period not to exceed six months. The total amount of orders than can be placed under this MACC shall not exceed $100 Million. The minimum guarantee is $10,000. Task orders may range from $500,000 to $7,000,000. The anticipated award date is April 2024. Offerors can view and/or download the solicitation, and any attachments, at https://www.sam.gov under �contract opportunities� when it becomes available. This MACC will replace a previous MACC for similar services awarded in 2019 with a five year ordering period and a maximum value of $98 Million. Information about the current contract and the incumbent contractors (e.g., listing of task orders placed with a brief description of work, values and completion dates) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. A draft of the solicitation is provided, along with Attachment D Pricing. Potential offerors are advised that this is a draft and the final version of the solicitation will likely change in some areas. Potential offerors who are interested in this acquisition are requested to provide a limited capabilities statement that describes the firms experience in performing design-build work that is of a similar size, scope, and magnitude as described in this announcement. Include the Agency who issued the contract, contract number, duration of the contract, description of the work performed, and total dollar amount or maximum amount of the contract. Provide no more than two example projects, and limit submission to ten pages. Comments on the draft solicitation may be included and do not count toward the page limit.
