Sources Sought Notice This is a sources sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market conditions relative to STAT Reference Laboratory Testing Services. The Department of Veterans Affairs (DVA), Network Contracting Office 23 (NCO 23), on behalf of the Fargo VA Health Care System (FVAHCS), Fargo, ND is seeking to identify any vendors capable of providing contractual services for STAT Reference Laboratory Testing Services in accordance with the specifications contained herein to beneficiaries of the DVA and FVAHCS. The period of performance will be one (1) twelve-month base period, and four (4) twelve-month option years; estimated start date is October 1, 2023 through September 30, 2024. The Fargo Veterans Affairs Medical Center is looking for responses from contractors regarding their capability to provide the following mentioned services. Services to be provided include: STAT Reference Laboratory Testing Services (See attached Performance Work Statement PWS for this notice). Contractor shall provide laboratory testing services to include the minimum of: List of tests with reference ranges as applicable, specimen requirements, pick up and transport of specimens from VAHCS 2101 N Elm St. Fargo ND 58102 to contractor s laboratory; processing and analysis of the specimen; and reporting of results electronically or via fax. Consultation regarding selection, collection, transportation and result interpretation shall also be provided when required. The contractor must be able to provide a broad range of specialized testing for the workup of surgical pathology and hematopathology cases. Testing is to include, but not limited to, flow cytometry, cytogenetics, FISH, Her2 neu, T & B tissue panel, Neotype Panels, anatomic pathology (immunohistochemical and special stains), and molecular studies. Requests for testing in some cases (e.g., immunohistochemistry stains, flow cytometry, FISH) may be limited to the technical component of the procedure. In these instances, the contractor shall provide electronic access to digital images of the stained slides or report printout (e.g. flow cytometry) for interpretation by the submitting pathologist. The anticipated contract is Indefinite Delivery, Indefinite Quantity (IDIQ) contract with services estimated to commence in October 2023. Please note that there is no charge to register in SAM. If the procurement is set aside for Veteran-owned businesses, firms must be verified in the Department of Veterans Affairs, Vendor Information Pages (VIP) at https://vetbiz.va.gov/. The North American Industry Classification System (NAICS) code for this procurement is 621511, Medical Laboratories. Socio-economic Classification for NAICS 621511 6. Identification of any Federal Supply Service (FSS) or Government Services Administration (GSA) Contract 7. A Statement of capability to deliver the services listed above, including a list of existing federal contracts for similar services, if available. 8. Statement whether subcontracting would be used to provide services. Note: The capability statement request is not a Request for Quotations, Request for Proposals, or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting information regarding your company's ability to provide the services listed above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. The capabilities will used to determine if the acquisition will be set-aside for small business or if it will be an unrestricted procurement (all business size). Other than small businesses (i.e., large businesses) are requested to respond to this notice in the event the market does not indicate enough small business interest to support a set-aside. This posting is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited.
