Description
This notice incorporates provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-02. The following is needed: The 126th Air Refueling Wing (126 ARW), Air National Guard intends to award an out-of-scope modification to W50S7S22P0006 (which was a code update request for the original 2017 Task Order W91SMC14D0002 0004 for Building 5010 on Scott AFB). The original A&E plans were created by BAILEY EDWARD DESIGN, INC. on Delivery Order W91SMC14D0002 0004 in the amount of $76,826.94 plus one mod for an additional $17,561.74. The government has determined that the original specifications require the following changes: -update toilet rooms and locker rooms; this would include a one for one replacement of toilet fixtures with mixing valves, one for one update of light fixtures, and to update interior finishes to match Building 5008� - roof leaks at the building entry vestibule and other water damage. -provide a lighting upgrade for the multipurpose room -adjust lighting layout and diffuser layout for area where additional office walls were installed subsequent to the 2017 drawing submittal with additional HVAC modifications -replace carpet tile in multipurpose area, as well as removal of vinyl wallcovering, skim coat and repaint as a part of the toilet room upgrades the exhaust system needs to be resized to boost CFM -Like-for-like fixture replacements in the restrooms and locker rooms. -Review of exhaust / makeup air rates in the restrooms and locker rooms. -Four new office review -Evaluate and provide dedicated HVAC systems (water-to-air heat pumps) and ventilation for the four offices that have been carved out of the multipurpose space. The government plans on awarding this modification directly to the company which completed the original specs. In accordance with the limited sources procedures described in FAR 13 106-1 (b), this notice serves as the government�s justification and determination that only one source is reasonably available. The company which completed the original specifications and is on contract to update those specifications is the only practical company to revise the original specs to bring them to the government�s current needs. They have already been selected using a prior best value A&E procedure as being the most qualified firm for this requirement. The government does not anticipate another firm being the most highly qualified if this solicitation was posted as full and open. The government is not seeking quotes, but if any quote is provided the government will consider those quotes in any best value determination using FAR 13 comparative quote evaluations with any quote provided by the prior firm. Government seeks to award to the most highly qualified firm.
