- Project: Construction Electrical Services Basic Order Agreement (BOA) at Y-12 National Security Complex, Oak Ridge, Tennessee Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for the Construction Electrical Services Basic Order Agreement (BOA). The BOA is a multiyear agreement with base and optional periods. Multiple technically qualified licensed electrical contractors will be selected as BOA holders. CNS will schedule an informational meeting via Web-ex to share further details, exchange information and answer questions. All interested parties are encouraged to participate in the informational meeting. CNS will use the information obtained from this Expression of Interest and the informational meeting to structure a Request for Proposal (RFP). Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS. The Y-12 Complex is an aging facility, first constructed in the mid-20th century. Low, medium, and high voltage electrical systems, data and control systems are in need of upgrades, repairs, replacements and/or refurbishments and testing. General Scope: Description for Construction Electrical Services BOA. The Company (Consolidated Nuclear Security, LLC, CNS) will issue and award Task Releases as authorization to perform work under the BOA. The Company-issued Task Release (TR) will contain the statement of work, appropriate technical specification(s) and/or drawing(s), and characterization data for the work to be performed. A Task Release will consist primarily of electrical, instrumentation, and communication work but may include but not be limited to supporting work, such as civil/structural, architectural, and mechanical work. In addition, work may have some deactivation/decontamination, demolition and temporary power and other general site services including escort services for un-cleared workers. Task Releases for design/build services may also be issued. All electrical work performed shall require an electrical inspection by company electrical inspector or seller certified designee inspector and approved by the site electrical contractor authority having jurisdiction (ECAHJ). The labor determination for the individual Task Releases or work activity within a Task Release could be ruled either Wage Rate Requirement (Construction)/Davis Bacon covered work or non-covered Service Contract work. Seller shall be capable of performing both non-covered Service Contract and Wage Rate Requirement (Construction)/Davis-Bacon covered work. Work scope may require the Seller to furnish Q-cleared personnel to perform or escort the work. The Seller shall provide evidence to the Company of a favorable Foreign Ownership, Control, or Influence (FOCI) determination for its company prior to employing or subcontracting for Q-cleared personnel. Seller(s) not in possession of a FOCI at time of the BOA award shall submit and obtain a favorable FOCI determination. Seller(s) unable to obtain a favorable FOCI determination within six (6) months of the BOA award, are subject to BOA termination by the Company for non-conformance.
