- On 29 March 2023, the Naval Air Systems Command (NAVAIR) awarded order modification N0001923F0226P00001 procuring the incorporation of Technical Directives (TDs) on a P-8A engine under P-8A Engine Depot Maintenance and Repair Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) N0001918D0110 to Standard Aero, San Antonio, TX, under an exception to the fair opportunity process. �In accordance with FAR 16.505(b)(2)(i)(C), the modification was issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract. �The Justification for an Exception to Fair Opportunity (JEFO) is attached to this Notice which authorizes the procurement of the incorporation of Service Bulletins (SBs) (which are classified as TDs) required to correct known engine component reliability issues to a P-8A engine to ensure the engine is returned in Ready-For-Issue (RFI) status. �As a result of competitive Solicitation N00019-15-R-2004, on 1 February 2018 Standard Aero was one of two awardees for P-8A Poseidon engine repair IDIQ contracts.� Pursuant to each contract�s clause H-1 AIRFRAME AND ENGINE IDIQ CONTRACT FAIR OPPORTUNITY ORDERING PROCEDURES, the Government conducted a competition between the two engine depot IDIQ contractors for Option Period 5 resulting in the selection of Standard Aero as the primary awardee and issuance of Order N0001923F0266 to Standard Aero. �The order procured the induction and Minor Repair of one (1) P-8A engine, as well as Option Items to induct seven (7) additional engines.� On 28 February 2023, an engine was inducted into Standard Aero�s facility.� On 9 March, pursuant to the Order, Standard Aero delivered an Engine MRO Assessment Report detailing the results of the assessment, the inspection findings, and the recommended work scope to return the engine to RFI condition, which included the incorporation of additional TDs.� An order modification must be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to the order, as the engine, scheduled for induction and repair, is in an opportune state to effect the TD incorporations to return the engine to RFI condition.� The Maritime Patrol and Reconnaissance Aircraft program office (PMA-290) requires the incorporation of TDs on the engine to bring the engine into the latest approved configuration. �The price for incorporating the TDs is $159,850.00.� This notice is provided for information only.
