- The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Keysight Technologies, Inc. located in Santa Rosa, CA on a sole source basis for one (1) Keysight B1500A Semiconductor Device Parameter Analyzer Mainframe fitted with four (4) B1511B Medium Power Source Measure Units. The statutory authority for this acquisition is 41 USC 3304(a)(1), as implemented under the authority of 41 U.S.C. 1901. Keysight B1500A Semiconductor Device Parameter Analyzer Mainframe fitted with four (4) B1511B Medium Power Source Measure Units is required to measure electrical characteristics of novel materials and electronic devices so NIST can meet its mission to develop and advance measurement and knowledge infrastructure of solid-state devices. Based on market research, only Keysight Technologies, Inc. can provide a commercially available product that meets the following Governments minimum requirements: NIST requires a semiconductor parameter analyzer with four SMUs to characterize electronic devices as part of the Organic Electronics and Excitonics project.� These measurements are essential to research on materials parameters and device response used to further develop technologies using novel materials useful for printed and flexible electronics, biological sensing, and in discovery research of novel computation platforms. Measurements require voltages between -100 V and 100 V, and current measurements up to 100 mA. The parameter analyzer should be compatible with probe stations at NIST and have user-friendly software that is cross-compatible with other projects in the division. It is anticipated that the probe stations across the division will be used collaboratively, and so an effort is made to ensure that researchers can make measurements without requiring re-programming or retraining on measurement instruments. It is important to ensure compatibility and cross-platform continuity of measurements and researcher training, as well as minimizing programming when switching between systems. Having the same SPA mainframe across several probe stations will save the division hundreds of person-hours over the anticipated lifetimes of these instruments. These two systems are going to be integrated to make another system and they need to be integrated properly. Should NIST procure a parameter analyzer or SMU that is different from neighboring labs which are using the Keysight B1500A, several hundred person-hours will be lost in programming and in training users to ensure cross-platform measurements are consistent. Keysight Technologies, Inc. is the sole manufacturer and distributor of the commercial equipment that meets the required minimum specifications and is capabile of intergrating these two system along with calibration. The North American Industry Classification System (NAICS) code for this acquisition is 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electronic Signals, with a small business size standard of 750 employees.�NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Keysight Technologies, Inc. for this requirement. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award may be issued by April 30, 2023.
