Notice of Intent to Sole Source HT941023N0037 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO CRH CALIFORNIA WATER, INC. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to award a firm fixed price Sole Source non-personal services contract for Water Purification System Maintenance in support of Naval Medical Center San Diego (NMCSD) UNDER THE AUTHORITY OF Federal Acquisition Regulation (FAR) 13.501(a), Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: CRH CALIFORNIA WATER, INC. 10821 E 26TH ST N Wichita, Kansas 67226-4524 The North American Industry Classification System (NAICS) code for this requirement is 221310, Water Supply and Irrigation Systems; the business size standard is $41,000,000. The Product Service Code (PSC) is J046, Maint/Repair/Rebuild Of Equipment- Water Purification And Sewage Treatment Equipment. The objective of this sole source award is to procure non-personal services to provide all services, materials, and equipment necessary for water purification systems for the Pharmacy Department at Naval Medical Center San Diego (NMCSD) and all 9 (nine) Pharmacy locations under the NMCSD area of responsibility. The scope of work performed under these specifications includes the furnishing of all labor, and parts to perform all services listed to ensure continued operation at their designed efficiency and capacity. The anticipated period of performance is for base year (01 June 2023 � 31 May 2024) plus four (4) additional option years. Currently, NMCSD Pharmacy Department and 9 (nine) outlying pharmacy clinics (listed below) are equipped with Culligan AC-30 Reverse Osmosis Units. The water purification system provides precise water measurement accuracy and the capability of dispensing pharmacy grade water from 9ml to 1000ml, and water measurement accuracy within +/- 3%. The filter and tank are installed under the sink and connected to the cold water. The water measuring and dispensing system are installed at a convenient workstation and not interrupting with pharmacy workflow. The system includes water measuring and dispensing equipment to eliminate the need for manual measuring devices and maximize infection control. Provide filter replacement for effective and complete operation to meet standards of efficient water purification and dispensing. In the case of system failure, the company must provide 24-hour support via phone or the web and be able to provide complete resolution and repair within 24 hours. All equipment and parts must be Original Equipment Manufacturer (OEM) in order to function with current water equipment. Authorized water technicians are required to work on OEM equipment to ensure the integrity of the equipment and system functionality. All maintenance items and supplies must be replenished automatically or as needed. Shipping and handling must be the vendor�s responsibility. Parts and supplies provided under this service contract shall be guaranteed to be equal in all respects, including performance, interchangeability, durability, and quality to the OEM parts when new or as presently recommended by the contractor. CRH California Water, Inc. is the Original Equipment Manufacturer (OEM) of the AC-30 Reverse Osmosis Units, therefore, the technicians performing the service maintenance are certified to work on the equipment. CRH California Water, Inc. doesn�t have authorized third-party vendors who can conduct these services and is the only source that can provide the service maintenance required. All completed work shall be certified to meet OEM specifications. Based on market research, CRH California Water, Inc. is the only source that can meet the Government�s minimum requirements to service the water purification systems at NMCSD. This notice of intent is not a request for competitive quotes, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for Naval Medical Center San Diego (NMCSD). Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 13.5. The anticipated award date is 30 May 2023.
