- The basis of award was made on the below criteria. The award will be made based on the best overall (i.e., best value) quote that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: A) Technical Capability, B) Past Performance and C) Price. To receive consideration for award, a rating of Unacceptable must not be achieved for any factor. Offerors will be cautioned that the award may not necessarily be made to the lowest price offered. NOTE: ALL NON-PRICED FACTORS, WHEN COMBINED, ARE SIGNIFICANTLY MORE IMPORTANT THAN COST/PRICE. (a) Notwithstanding any other provisions of these specifications concerning the method of award, the best value trade-off process will be used in this acquisition with award made, as a whole, to the offeror whose proposal conforms to the solicitation and is within a Technical/Price competitive range, if established, as determined by the Contracting Officer and has been evaluated as most advantageous to the Government. It is contemplated that discussions will not be conducted. The Government may award a contract, based on initial offers received, without discussions of such offers. Accordingly, each initial offer should be submitted on the most favorable terms which the offeror can submit to the Government. (b) All non-priced factors, when combined, are significantly more important than price. Thus, price is not expected to be the controlling factor in the selection of the Contractor for this solicitation. However, as the evaluated merit of competing technical proposals becomes more equal, total price and other price factors will become more important in the selection. Total price and other price factors could become the deciding factor for selection, depending upon whether the most acceptable technical proposal is determined to be worth the cost differential, if any.
