Description
The 338th Enterprise Sourcing Squadron (ESS), at Joint Base San Antonio (JBSA) � Randolph, Texas (TX), is planning to issue a Solicitation for non-personal services of Base Operations Support (BOS) at Maxwell Air Force Base (AFB) in Montgomery, Alabama (AL).� The proposed solicitation identifier is FA300223R0009.� The North American Industry Classification System (NAICS) code 561210 - Facilities Support Services, with a small business size standard of $47 million, Service Code: S216, Facilities Operations Support Services.� The period of performance will consist of a 60-day mobilization period, a 10-month base, four (4) 12-month options, and the possibility of two (2) 12-month incentive options.� The proposed solicitation will be a Competitive Small Business (SB) set-aside. This requirement involves providing non-personal Base Operations Support (BOS) for the 42nd Mission Support Group located at Maxwell AFB (MAFB), in Montgomery (Montgomery County), AL. The 42d Mission Support Group (MSG) is responsible for providing world class support to Air University (AU), 42 Air Base Wing (ABW), 42d Medial Group (MDG) and mission partners enabling mission success. The 42 Mission Support Group (MSG) is responsible for providing security, personnel and community support, food services, communications, contracting services, logistics, supplies, vehicle maintenance, housing, lodging, facility maintenance and emergency services for Maxwell and all tenants. MSG also has oversight for improved contracting speed and efficiency, enhanced strategic planning for Force Support functions through improved support agreement reimbursement and to ensure the MDG fosters trusted care and patient safety and evolve Maxwell into Smart Base. Internal safety and security support is provided by two (2) Fire Stations and two (2) Security Forces Facilities (five (5) entry access gates) with day-to-day support to Gunter Annex travel distance of 12 miles).� MSG�s vision is to �Provide a world-class installation for Airmen and families developing the next generation of leaders�. The 42 ABW is responsible for supporting over 40 mission partners. The wing instills a culture of continued performance improvement, seeking feedback and adjusting fire to improve mission execution. Airmen are our most important resource. The group serves more than 10,500 military Airmen, civilians, contractors, and students annually and supports over 22,800 family members and over 52,600 military retirees in the River Region of Alabama. The 42nd Mission Support Group consists of the 42nd Security Forces Squadron (42 SFS), 42nd Force Support Squadron (42 FSS), 42nd Contracting Squadron (42 CONS), 42nd Civil Engineering Squadron (42 CES), 42nd Communications Squadron (42 CS), 42nd Operations Support Squadron (42 OSS) and 42nd Logistics Readiness Squadron (42 LRS).� The above description of work is for the purpose of general information only and is not intended encompass the entire scope of work. The Procurement Integrated Enterprise Environment (PIEE) Solicitation module will be used for the issuance of the solicitation and the submission of proposals. The solicitation will also be posted at SAM.gov, however proposals will only be accepted through PIEE, and no email or hard copies will be accepted. Instructions on how to register for this module have been attached to the synopsis. Past Performance Information: This past performance information is being provided in advance of the solicitation to provide general information to help with the early completion of the attached Past Performance Information Sheets and Past Performance Questionnaires. This information is not final and subject to change at the issuance of the Request for Proposal (RFP). The definitions for Recency and Relevancy will be defined in more detailed in the RFP, the information provided here is a general definition. Please ensure you review all information in the RFP to ensure no information has changed. Recency Definition.� To be recent, at least 12 months of the effort�s period of performance must have been performed during the past five (5) years from the date of issuance of this Solicitation.� Relevancy Definitions.� Relevant performance includes performance of efforts involving requirements that are similar in scope, magnitude, and complexity to the effort described in the Solicitation and the Primary Evaluation Areas defined below. For each Past Performance effort submitted (no more than six (6) contracts), relevancy will be determined by the similarity to the scope, magnitude of effort and complexity of the Offerors� performance. In determining relevancy, the Government will consider the Offeror�s role in the effort accomplished by the prime offeror, their affiliate(s), joint ventures, mentors, prot�g�, partners, subcontractor(s) etc. on previous/current contracts compared to this solicitation.� The Government anticipates that the combination of contracts would cover all the Primary Evaluation Areas identified below at a minimum.� Failure to address all of the Primary Evaluation Areas may result in a lower rating.� **The Past Performance Information Worksheet and Past Performance Questionnaire provided is a draft copy and subject to change with the release of the RFP** Primary Evaluation Areas PWS Section 2 � All Services Program Management and Staffing PWS Section 7 � Communications & Information Technology PWS Section 11 � Operations Management PWS Section 12 � Installation Engineering PWS Section 21 � Airfield Management Services PWS Section 32 � Weather Services All Offerors are encouraged to verify that they have an active Basic Certification (DD Form 2345) within the Joint Certification Program (JCP) in order to access controlled attachments. The Contracting Officer will verify certification status before granting access to controlled attachments within the Request for Proposal. More information can be found at the following website: https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/#dd-form-2345 Pre-proposal conference: will be held approximately 14-21 days after release of the solicitation.� The conference will be held at Maxwell AFB, AL over a 5-day period with the first and last day as travel.� Each Offeror shall complete and submit the Maxwell AFB BOS Pre-Proposal Conference Registration Packet (see attachments) to the 338 ESS via email at christopher.arnold.19@us.af.mil, paul.lewis.16@us.af.mil, and donna.sims.1@us.af.mil �NLT 1400 CST, on the date specified in the solicitation once released.� Attendance is limited to two (2) attendees per Offeror, and two (2) backup attendees.� Transportation will be provided once on base.� The tentative schedule is below.� Day 1 � Travel Day 2 � TBD Day 3 � TBD Day 4 � Travel THIS IS A SYNOPSIS.
