- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-02 effective 16 March 2023, and the Defense Federal Acquisition Regulation Supplement. The complete text of any of the clauses and provisions may be accessed in full text at www.acquisition.gov/far/index.html This Solicitation is Set Aside for small businesses The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a business size standard of $12.5 Million. Due Date: All offers shall be submitted by 4:30PM EDT 21 April 2023 to Robert Wenner at Robert.d.wenner3.civ@army.mil Facsimile offers are not authorized under this announcement. DESCRIPTION: The Pennsylvania Army National Guard Training Center, located at Fort Indiantown Gap (FTIG), Annville PA 17003, has 22 dining facilities and a USO building (Bldg. 13-190), which require multiple pieces of commercial/industrial grade kitchen equipment in order to function as intended.� The US Property and Fiscal Office for Pennsylvania (USPFO PA) intends to issue multiple five-year Blanket Purchase Agreements (BPA), to contractors to diagnose faults and make repairs to various commercial/industrial grade kitchen equipment.� The equipment is located at FTIG in the 22 dining facilities and the USO building. When one or more pieces of equipment is found to be faulty, each BPA holder, at their discretion, is to provide a price quote for the stated repairs.� The price quote is required to be stated as labor and materials inclusive of profit and overhead.� An order will be written to the lowest priced offer in response to the RFQ against that contractor�s active BPA. The total of all BPA holders shall not exceed $240,000 for the five-year period of performance of the Blanket Purchase Agreements.� The ceiling amount will be divided equally among all awarded BPA holders.� If the ceiling amount is reached in the five-year ordering period by any BPA holder, that BPA holder shall no longer be active and will not receive any additional RFQs. All work shall be completed in accordance with the Statement of Work (SOW). The SOW is included as Attachment 1 to this combined Synopsis/Solicitation. Period of Performance is anticipated to be five years after the date of award of the Blanket Purchase Agreement(s).� Service Contract Act Wage Determination No. WD 2015-4231 (Rev.-20), first published on www.sam.gov 27 Dec 2022, applies to this acquisition and will be incorporated into the resulting Agreements. The SCA Wage Determination shall be updated annually on the anniversary date of the award. Offerors are requested to submit a statement of interest to participate in a multiple award blanket purchase agreement under PSC code J072 - Maintenance/repair/rebuild of Equipment- Household and Commercial Furnishings and Appliances. No quote is required for this solicitation.� Include in the statement of interest what Manufacturer and models of equipment your company is capable of repairing and what, if any, manufacturers you are authorized to make warranty repairs.
