The purpose of this synopsis is to announce the Naval Air Warfare Command � Aircraft Division (NAWCAD) intends to issue a Sole Source Basic Ordering Agreement (BOA) to Dayton T Brown, 1175 Church Street, Bohemia, NY 11716-5014, to provide continued production and support of Mobile Mission Systems (MMS) and their family of system variants under the Special Missions Project Office, comprised of teams within PMA-290E Maritime Patrol and Reconnaissance Aircraft Program Office, PMA-262 Persistent Maritime Unmanned Aircraft Systems Program Office, and the NAWCAD Integrated Test Facility. Specific support tasking includes, but is not limited to: non-recurring and recurring engineering; integration; manufacturing; procurement;, installation; test; training; sustainment; certification and accreditation; systems engineering; and operational deployment support. REQUIREMENTS: This effort defines the overarching research and development; systems procurement, modification, and associated logistics; operational deployment; and maintenance support requirements for the Special Missions Mobile Mission Systems (MMS) capability. The MMS capability is provided by the complete system of systems capability between the MMS trailer system, the airborne component, integrated test laboratories and the ground segment components The primary scope will center on the continued production of additional MMS units, development of Mobile Mission System (MMS) family of systems variants, , prototyping and modifications for rapid mission specific system reconfiguration, test and operational deployment, maintenance, repair, refurbishment, logistics support, and associated material procurements in support of previously fielded units for the Special Missions Project Office (comprised of groups within PMA-290E, PMA-262, and the NAWC-AD� DAiTA Group Integrated Test Facility). The Government�s modification requirements of the MMS units and development of new variants will be derived from capability, development and test requirements, operational deployments, and urgent fleet needs to meet emerging threats. Variants are derivatives built upon the core infrastructure, mission systems and modifications of previously developed MMS units to meet new major system performance requirements that cannot be achieved through simple mission system reconfigurations. Modifications will include capability, maintainability, and deployment upgrades, ground infrastructure, as well as reconfiguration of each variant to meet deployment requirements. THIS REQUIREMENT IS A SOLE SOURCE.� This notice of intent is NOT a request for competitive proposals and no solicitation package will be issued; however, responsible sources may submit a capability statement, prior to the posted response date, which will be considered by NAWCAD. THIS NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY. This Basic Ordering Agreement is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements. �A determination by the Government not to compete this effort is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract, or to be responsible for any monies expended by any interested parties before award of a contract for the effort described above. This notice of intent is not a request for competitive proposals nor will unsolicited proposals be accepted.� However, interested parties may submit a capability statement identifying their capabilities in response to this requirement.
