Description

The USDA, Animal and Plant Health Inspection Service (APHIS), intends to award a sole source Firm Fixed Price five year contract under the statutory authority permitting Other than Full and Open Competition (Per statutory authority 41U.S.C. 253(c)(1) FAR 6.302-1) to Perkin Elmer Health Science Inc., 710 Bridgeport Ave, Shelton, CT, 06484-4750 (Unique Entity ID: G2TETZJTELL4). The procurement is for the service and preventative maintenance of the Celigo system from Nexcelom. See attached justification for other than full and open competition. The services needed are available from only one responsible qualified source and no other source will satisfy the agency�s requirements. Nexcelom, the manufacturer of Celigo, is part of Perkin Elmer. Therefore, Perkin Elmer is the owner of the propriety equipment and the proprietary software upgrades/updates required to run the machine. PerkinElmer is listed as an other than small business under the North American Industry Classification Code (NAICS) code 811210. This is not a request for competitive quotes. The requirement is essential to meeting the government's needs. All responsible sources capable of providing the service listed above may submit a capability statement which shall be considered by the agency. The response must explain completely and in detail how the service meets the requirement as indicated in the justification. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government will not reimburse participants for information they provide. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Respondents should ensure the information provided is detailed, current, accurate, and complete. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Information provided is strictly voluntary.
