- Description
- The proposed solicitation will be issued following the two-phase design-build selection procedures in accordance with FAR 36.3 and the tradeoff source selection procedures of FAR Part 15.101 and 15.3. The Government will evaluate phase-one proposals and select the most highly qualified offerors (not-to-exceed five) to submit phase-two proposals. Only the selected firms will be issued the phase-two design-build RFP and given an opportunity to submit phase-two proposals. The work for this project includes the design and construction of up to 103 units consisting of three and four bedroom duplexes and single family homes that will provide adequate and well configured housing facilities required to support enlisted and officer personnel and their families in Guam. Phase VII (H-387) will construct up to 46 units and Phase VIII (H-307) will construct up to 57 units. The houses will be reinforced concrete roofs, walls, frames and floors supported by concrete spread footings. The houses are designed to withstand the hot and humid environment of Guam, typhoon winds and strong earthquakes. The magnitude of this project is estimated between $100,000,000 and $250,000,000. �THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236116 AND AVERAGE ANNUAL RECEIPTS OF $45 MILLION OVER THE PAST THREE YEARS.� The contract completion period is anticipated to be 606 calendar days. A sources sought notice (N6274223SS0008) for this procurement was posted on 28 November 2022 on the System for Award Management (SAM) website https://www.sam.gov/, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms.� As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Pacific small business office concurs with this decision. This is a best value, trade off source selection procurement requiring the submission of both non-price and price proposals. Large business concerns will be required to submit a subcontracting plan as part of the proposal. Phase-One Factors are:� Factor 1 � Technical Approach, Factor 2 � Experience, and Factor 3 � Past Performance Phase-Two Factors are:� Factor 4 � Safety, Factor 5 � Site/Building Design, Factor 6 � Project Schedule, Factor 7 - Small Business Utilization and Participation, and Price. Technical Factors 2, 4, 5, 6, and 7 when combined, are considered of equal importance to Factor 3- Past Performance. For evaluation of Factor 2 � Experience and Factor 3 � Past Performance, a maximum of three (3) relevant construction and three (3) design projects must be submitted that demonstrate experience in similar size, scope, and complexity. Furthermore, relevant construction projects are defined as: New construction of single-family or multi-family housing development, consisting of twenty-five (25) or more one- and/or two-story units, approximately $5 million or more in dollar value, completed or substantially completed within fifteen (15) years of the date of issuance of this RFP. Relevant design projects are defined as: Design of new single-family or multi-family housing, consisting of twenty-five (25) or more one-and/ or two-story units, approximately $5 million or more in dollar value, completed or substantially completed within fifteen (15) years of the date of issuance of this RFP. Substantially complete means at least 90% physical completion. Building alteration, repair, renovation, conversion, and addition work will not be considered as relevant projects. In addition, buildings more than two stories will not be considered as relevant projects. The Phase-One Request for Proposal (RFP) will be available on or around 11 April 2023. �Printed copies or CD�s will not be issued. �The RFP will be available on the SAM website.� Amendments will be posted to the SAM website.� It is the responsibility of the offeror to check the SAM website periodically for any amendments to the solicitation. A Pre-Proposal Site Visit will be held after issuance of Phase-Two.
