- 1. INTRODUCTION As a follow up to the Industry Day held on 27 February 2023 and subsequent one-on-one engagements dated 3 March 2023, the Naval Air Systems Command (NAVAIR), in support of the Airborne Strategic Command, Control, and Communications Program Office (PMA-271), is seeking responsible and technically capable sources to support the Engineering and Manufacturing Development (EMD) phase for the Take Charge And Move Out (TACAMO) Recapitalization program, hereafter �E-XX.� The C-130J-30 aircraft is contracted to Lockheed Martin Aerospace (LMA), Marietta, GA (Commercial and Government Entity Code (CAGE) Code 98897) and will be used with a Rockwell Collins, Inc., Richardson, TX (CAGE Code 13499) Very Low Frequency (VLF) system for the E-XX. �Based on feedback received during the 27 February 2023 Industry Day and subsequent one-on-one engagements, the Government is issuing this sources sought to solicit additional information in order to maximize the opportunity for full and open competition. 2. SUBMISSION INFORMATION� 3.1 CAPABILITY STATEMENT: TECHNICAL DATA TO SUPPORT AIRWORTHINESS CERTIFICATION AND SUSTAINMENT Interested parties should submit a capability statement that shall be no more than thirty pages in length, single-spaced, 12-point font minimum and must address how Industry will obtain the required technical data to support Airworthiness Certification and sustainment. Include the following information: 3.1.1 Company Name; Company Address; Company Business Size, and Company Point-of-Contact (POC) name, phone number, and e-mail address. 3.1.2 Identification of subcontracting, joint ventures, or teaming arrangement partners. �If subcontracting or teaming, please include the structure of such arrangements.� 3.1.3 Assessment of each of the requirement capabilities as they relate to sections 4.1 Air Vehicle Modifications, 4.3 Mission System Requirements, 4.4 Product Support and 4.5 Training set forth in (CUI) Required Capabilities.pdf attachment, and supporting narrative of your determination that you are best suited to perform the effort(s). �For example, to date Industry has communicated that section 4.1 Air Vehicle Modification electromagnetic pulse (EMP) hardening as it relates to the airframe should be completed by LMA the air vehicle (AV) Original Equipment Manufacturer (OEM) as directed scope. 3.1.4 Any recommendations on any section 4.1 Air Vehicle Modifications capabilities efforts within the (CUI) Required Capabilities.pdf attachment that you consider should be added in the future production line of the C-130J-30. 3.1.5 Exhibit that you possess the necessary technical data, without any Government Furnished Information (GFI) provided, to perform the planned tasking by addressing each of the following: �(Any supporting documents submitted in response to this section will not be counted against the thirty-page limitation.) 3.1.5.1 Describe what C-130J-30 proprietary data you deem required and not required from the AV OEM for each of the requirement capabilities provided for in section 4.1 Air Vehicle Modifications. �Demonstrate why that data is or is not needed for your approach. 3.1.5.2 Provide a current, existing, and/or draft long-term license agreement with LMA that shows that you, any required subcontractors, as well as the Government, will have access to all C-130J-30 commercial proprietary required technical data to support Airworthiness Certification and sustainment throughout the life of the program. 3.1.5.3 For data that is needed, where you do not intend to obtain a license agreement with LMA, provide a detailed schedule in Microsoft Project, an assessment on how the data will be validated, and demonstrate that the data would be available by second quarter of FY 2025 to support E-XX design reviews. � 3.1.5.4 Address how you will obtain access to C-130J-30 proprietary data to support the E-XX proposal phase. �If your solution involves a subcontract, joint venture, or teaming arrangement other than the Government potential directed AV scope, please include in response to section 3.1.2 above this assertion along with how that arrangement will provide you and the Government with access to any and all C-130J-30 proprietary tools, models, source code, and other data required to support the Government�s assessment, verification, and airworthiness certification. �� 3.1.5.5 As provided with the draft Statement of Work September 2022 and draft E-XX Model August 2022 release, can you perform the E-XX requirement without LMA as a directed subcontractor to meet the Airworthiness Certification cited in section 4.1 Air Vehicle Modifications?� 3.1.6 Identify location(s) where E-XX work will be completed as it relates to Aircraft changes described in Section 4.1 Air Vehicle Modifications capabilities efforts set forth in (CUI) Required Capabilities.pdf attachment from the Government Furnished C-130J-30.� 3.1.7 Provide an overall assessment, based on understanding of the E-XX program, of the biggest challenge you see in requirements to the program and how you intend to mitigate. 4. The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.� The Government does not have the necessary technical rights and documentation for the C-130J-30 or the VLF as they were originally developed at private expense by Lockheed Martin Corporation and Collins Aerospace, respectively. Based on the significant airframe modification anticipated for the C-130J-30 and required access to detailed aircraft technical data well beyond what the E-XX Program can provide, the program wants to ensure access to this information exists in the market in order to ensure a sound foundation for the success of the program. Background The E-XX Program is for the TACAMO-only mission replacement for the E-6B Mercury aircraft. The prime contractor (Prime) shall integrate a Government procured Very Low Frequency (VLF) subsystem from Collins Aerospace and shall design and integrate a modernized TACAMO mission system into a Lockheed Martin C-130J-30 aircraft. The E-XX Program is a pre-ACAT 1B development program under Assistant Secretary of the Navy (ASN) Research, Development and Acquisition (RDA) oversight. E-XX is preparing for Engineering & Manufacturing Development (EMD) with the objective of entering the acquisition framework at Milestone B (MS B) in FY23. The Government expects to select a single Prime at MS B to complete mission system development and integration with a VLF subsystem into a C-130-J-30 platform. This contract will be Unclassified with attachments and addendums that will be classified collateral Secret (S) up to classified collateral Top Secret (TS). Government will furnish the Prime with three (3) C-130J-30 aircraft and a VLF system design to support EMD development, integration activities, and system testing ultimately culminating in MS C and production decisions. Additional systems will be directed by the Government, and will either be directed contractor furnished equipment, or provided as Government Furnished Equipment. Submission Content The following is not intended to be a complete listing of all efforts planned under the Engineering Manufacturing, and Development (EMD) contract, but rather focus areas whereby additional information is needed as it relates to industry available data. As stated above, the E-XX weapon system requires significant airframe modifications and access to detailed aircraft technical data believed to exist in the market to include: Airframe Master Event Spectrum to support airframe loads, strength, and fatigue assessments Detailed airframe material specifications, status and dynamic loads models to assess airframe fatigue life impacts due to mission systems payload and E-XX mission impacts (e.g. augmented power generation, increased cooling, increased drag, and extended operations at max zero fuel weight and increased angles of bank).
