- The U.S. Space Force � Space Systems Command (SSC) Program Executive Office for Military Communication and Position Navigation & Timing (PEO CG) is issuing this combined synopsis/solicitation on behalf of the Narrowband Satellite Communication Acquisition Delta (CGN). Overview and Description: The Mobile User Objective System (MUOS) is the Defense Department�s narrowband military satellite communications (SATCOM) system. It supports a worldwide, multiservice population of Ultra High Frequency (UHF) users, providing highly reliable communications capabilities to the latest DoD terminals. MUOS adapts a commercial third generation Wideband Code Division Multiple Access (WCDMA) cellular phone network architecture with geosynchronous satellites to provide a new and more capable UHF system, providing a worldwide communications network to manage mobile users. The program office�s mission is to sustain MUOS and continue to provide UHF WCDMA SATCOM services to meet warfighter requirements for coverage, capacity, access and control, interoperability, communication services on-the-move, and service availability. The program office was directed to acquire two additional satellites to replenish the existing constellation and continue MUOS operations beyond the original service life. These satellites, when combined with associated updates to the ground system, will extend world-wide WCDMA operations through the mid-2030s. The effort is formally called the �MUOS Service Life Extension (SLE)� and is being executed as part of the existing MUOS ACAT 1C program of record. The MUOS SLE replenishment capability must meet the current system requirements and have compatible interfaces to ensure it can be integrated with the existing MUOS ground infrastructure and with both current and planned WCDMA terminals. The MUOS SLE satellite acquisition seeks to acquire replenishment satellites to extend worldwide WCDMA�communication services into the mid-2030s. The MUOS SLE satellite acquisition is divided into two phases with separate contracts for each phase.� This Phase 1 contract covers risk reduction and early design activities, forecasts, and execution plans. The overall objective of Phase 1 is to execute targeted risk reduction and design activities to reduce as much risk and uncertainty as possible prior to entering Phase 2.� Solicitation Number: FA880723R0005 Type of Competition: Full and Open Competition Award will be made in accordance with Federal Acquisition Regulation (FAR) part 15, Source Selection, Defense FAR Supplement (DFARS) 215.300 the DFARS Source Selection Procedures and Air Force FAR Supplement AFFARS MP 5315.3, as a best value source selection with tradeoffs. The FAR and its supplements are available electronically at https://www.acquisition.gov. The Government will evaluate proposals and intends to award a contract without conducting discussions with the Offerors except clarifications or communications as described in FAR 15.306(a) and FAR 15.306(b).� The Government intends to award up to two (2) Fixed Price Incentive Firm contracts, with a maximum price of $46M for the Base period and $20M for the Option period; to complete a Risk Reduction and Early Design Phase for MUOS SLE satellites, and to forecast plans for final design, build, and test. The Government reserves the right to award one, two, or no contracts at all. The North American Industry Classification System Code (NAICS) is 541330�with a business size standard of $47M. Offerors must be registered in the System Award Management (SAM) site found at https://www.sam.gov under the applicable NAICS Code. The Contract Line Item Numbers (CLINs) associated with this solicitation can be found in the Solicitation/Contract Form.. Place of performance: Work will primarily be performed at vendor facilities. Additionally, by direction of the Government, the following facilities may be available: SSC Offices, LA-AFB, Los Angeles, California SSC/CGN Offices and Government Labs, San Diego, California General Dynamics, Scottsdale, Arizona 10-SOPS, Pt. Mugu, Naval Air Systems Command, Port Hueneme, California Anticipated Period of Performance is: One Year Base: 25 September 2023 � 24 September 2024 Six Month Option: 25 September 2024 � 24 March 2025 (if exercised) In order to be considered for award, all responses must be received by 3:00 PM Pacific Daylight Time on the response closing date of 8 May 2023. Proposals received after that date and time will not be accepted or considered for award. A detailed description of the requirement, provisions and clauses, representations and certifications, and specifications are provided in the attached documents.�Upon award, any provisions that were in the draft contract (including representations and certifications) will be removed from the award document. None of the regulations, manuals, or other publications referenced in the Request for Proposal will be issued with the solicitation.
