Description
Request for Information (RFI)/Sources Sought:� 191NLE23N0005 INL/Haiti Vehicle Tracking System The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime.� INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens.� One of the many ways to effectively meet these goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.� DESCRIPTION� This procurement is specifically for GPS trackers for unarmored vehicles and Blue force tracking (BFT) systems for armored vehicles of the Haitian National Police (HNP).� INL has recently supplied 100 unarmored vehicles to the HNP and assisted in the delivery of another 18 Mine-Resistant Ambush Protected (MRAP) vehicles.� These vehicles are critical to allow the HNP�s mobility in combatting gang violence across Port-au-Prince and Haiti�s regional departments.� As these vehicles become targets for gangs, GPS trackers and BFTs will support the HNP�s ability to track and recover stolen vehicles, as well as provide remote secure engine cut-off (SECO) functionality to disable vehicles and prevent loss. Both the GPS trackers and BFT systems must not be easily removed or disabled by non-HNP technicians.� The concealment of GPT trackers will prevent gangs from easily and removing the devices.� These devices will be used in vehicles deployed for anti-gang operations, so their reliability in austere environments is a requirement.� Contractors will also provide essential accessories to enable the use of GPS trackers and BFT, to include battery packs, cabling, memory cards, laptop terminals, and any required installation. This RFI/Sources Sought notice is issued for planning purpose only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the RFI/Sources Sought, nor is any commitment on the part of the Government to award a contract implied.�Responses to this notice will assist the Government in identifying potential sources in determining if a Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a), Historically Underutilized Business Zone Small Business (HUBZone), or Women-Owned Small Business (WOSB) set-aside of the solicitation is appropriate, and in determining whether or not this approach to securing contracting support is practicable. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this RFI/Sources Sought. Responses to this notice will not be returned. The following information is requested in this RFI/Sources Sought: 1.� Company name, point of contact, phone number, and address; 2.� UEI Number and CAGE Code; 3.� Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor]; 4.� SDVOSB/HUBZONE/8(a)/WOSB certification; 5.� Statement of capabilities in providing Heavy equipment, storage, delivery, and (if necessary) installation services and technical support indicating that the vendor can perform the requirements as stated. 6.� Examples of relevent past performance. 7. Questions, clarifications and/or recommendations to INL to inform a better process to completion. 8. Pricing (optional)� Interested contractors may provide the above information via e-mail to the addresses listed below. Information submitted must be in sufficient detail as to allow for a thorough government review of firm's interest and capabilities.
