- NOTICE OF INTENT TO AWARD A SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions and in accordance with FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. This Notice of Intent is not a request for competitive proposals nor is it a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. The United States Air Force, Joint Base-MDL New Jersey intends to issue a firm-fixed price contract, on a sole source basis, with the following vendors for the specified vintage warbirds for the May 2023 JBML Open House: C-47 - Commemorative Air Force - Central Texas Wing SBC2 HellDiver Commemorative Air Force - West Texas Wing B-25 Rag Wings and Radials Aircraft leasing LLC A capability statement for any provider wishing to respond to this notice must include technical information, cost information and convincing evidence that shows their ability to provide the required hardware and software. This notice will be thoughtfully considered by the Government for all capability statements received before the closing date. A request for documentation or additional information or submission will be considered by the Government. Capability statements shall not exceed 5 (8.5 x 11inch) pages with a font size no smaller than 12-point. The information received will only be considered to determine whether or not to conduct a competitive procurement. Responses will need to demonstrate clearly and convincingly why competition would be advantageous to the Government. The Government has sole discretion to refuse to compete this proposed award or to provide capability information. No reimbursement will be provided regarding any costs incurred in providing capability information.
