REQUEST FOR INFORMATION VAULT MODERNIZATION PROGRAM (VMP) Introduction The Air Force Nuclear Weapons Center (AFNWC) Weapon Storage and Security System (WS3), Kirtland AFB, New Mexico, is currently in the earliest planning stages for a potential future acquisition in support of a weapons vault modernization effort. The purpose of this Request for Information (RFI) is to engage industry with expertise within this field to better understand marketplace capability. Results of the RFI will be used to identify potential sources possessing the necessary data, expertise, skill, capabilities, and experience to design, develop, produce, integrate, install, and enhance the existing vaults, while maintaining National Security Agency (NSA) certification, completing special studies, and maintaining the Air Force Nuclear Certification. A potential award date is currently expected to be in Government fiscal year 2025 with an anticipated duration not to exceed 6 years. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). This RFI is part of ongoing Government conducted market research for planning purposes only. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation. The Government will not provide reimbursement for costs associated with this request. Responses shall be treated as information only, become property of the US Government and will not be used as a proposal. Any information provided by industry to the Government as a result of this RFI is strictly voluntary; responses will not be returned. The information obtained from industry�s responses to this notice may be used in the development of an acquisition strategy and a future RFP. Background Responses to this RFI will provide the Government with knowledge of industry interest, qualifications, and capability. Responses will also inform the Government market research which can be used to develop potential acquisition strategies. Funds are not presently available for this project. No award, subsequent to solicitation, will be made until funds are available to make payments under a contract and meet obligation requirements. The Government reserves the right to cancel any future actions that may result from described actions associated with this RFI with no obligation to the respondent by the Government. Industry Response Responses are expected to be on company letterhead and must include the following information: date, point of contact, address, phone number, email address, UEI number, and CAGE code. Responses are requested as soon as possible but not later than 17 April 2023 at 10:00am MDT. Responses or questions shall be submitted via e-mail to only chad.miller.31@us.af.mil and alexandria.holman@us.af.mil. The subject for your email submission shall be as follows: �[Company Name] � RFI Response VMP.� All responses shall be submitted in either Microsoft Word or PDF format and shall be no longer than 5 pages in length. Thank you in advance for your time and assistance. History/Scope The Weapon Storage and Security System (WS3) was developed and fielded to provide designated facilities with secure storage systems which include enhanced survivability features for support of their deterrence mission. The Air Force, and partner agencies, initiated production and fielding of WS3 in 1989, and have sustained the vaults since that time. Modernization of the WS3 vault subsystems is required to meet the changed conditions noted as follows: In accordance with National Security Directive 42 (NSD-42), the National Security Agency (NSA) is discontinuing production of the vault-unlock format currently used in WS3. Diminishing Manufacturing Sources and Material Shortages (DMSMS) impact ability to sustain the WS3 vault. Condition-Based Maintenance capability needed. The Vault Modernization Program is intended to address these concerns, as well as others yet to be identified, by developing and awarding a requirement to enhance and modernize the vaults thereby eliminating DMSMS components and other components that are on the threshold of obsolescence. By doing so, upon completion of the effort, the program will move to Condition-Based Maintenance, with less reliance on calendar-based Preventive Maintenance Inspections. AGAIN, THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTATION, OR INVITATION FOR BID, NOR DOES ITS ISSUANCE OBLIGATE OR RESTRICT THE GOVERNMENT TO AN EVENTUAL ACQUISITION APPROACH. ALL INFORMATION RECEIVED FROM THIS RFI WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. PLEASE PROVIDE COMPREHENSIVE ANSWERS AND, IF AVAILABLE, DIRECT REFERENCES TO PAST WORK YOUR FIRM HAS PARTICIPATED IN APPLICABLE TO THE INFORMATION THAT IS REQUESTED. CONTRACT NUMBERS RELATED TO APPLICABLE PAST WORK ARE ENCOURAGED. Questions 1. Does your company understand NSA certification processes/procedures and requirements derived from the NSA Information Assurance Security Requirements Directive (IASRD), including the Nuclear Command and Control (NC2) addendum? 2. Has your company previously designed, produced and sustained a crypto device that complies with the NSA IASRD, including the NC2 addendum, and has your crypto device attained NSA High Assurance certification? � � � � � � � �a. Please provide Program Name along with contract numbers. 3. Has your company previously attained AF Nuclear certification, and are you familiar with the processes and procedures for obtaining certification? 4. Would your company be interested in attending an Industry Day? If yes, would your preference be for a virtual event or an in-person gathering hosted at Kirtland AFB? 5. Please identify any concerns or questions you have regarding the history/scope of this program. What risks do you see associated with this acquisition and how would you mitigate those risks? 6. Should a solicitation be issued, would you anticipate proposing a teaming partner? Would you like to be added to a teaming partner or subcontractor list?
