- Description
- This is a pre-solicitation notice for the construction acquisition of Simplified Acquisition of Base Engineer Requirements (SABER) Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract at Misawa Air Base Japan, with 1-year basic period plus four (4) 1-year options.� Fixed Price with Economic Price Adjustment (FP-EPA), IDIQ type of contract is contemplated for award, on a basis of Japanese Yen currency.� The scope of the contract encompasses a broad range of maintenance, repair, and minor construction work at Misawa Air Base and locations within 40 km (24.9 miles) radius from Misawa AB, including its associated sites of Draughon Range and Hachinohe Fuel Terminal. �Projects/requirements will be awarded by individual task orders on an as needed basis. The contractor must furnish all materials, labor, equipment and transportation necessary to survey, perform sampling/testing, design, manage, and accomplish the tasks. The scope of work may include a variety of tasks such as, but not limited to, carpentry, road repair, roofing, excavation, interior, electrical, steam fitting, plumbing, sheet metal, painting, facility construction, facility demolition, concrete, masonry, welding, and other related miscellaneous work. �The contractor will be required to have a SABER focused task-force organization for effective management of task orders and responsive coordination with the Government SABER engineers. �A guaranteed minimum amount is �300,000 and maximum limit of the contract is �7,000,000,000, for the entire life of the contract.� However, the contractor is reminded that the Government will not be committed to place task order(s) up to the maximum limit of the contract.� �� The resultant contract will be awarded to a single offeror who provides the Government with the best value, using Competitive Subjective Tradeoff Technically Acceptable (STOTA) process in accordance with Federal Acquisition Regulation (FAR) Part 15, Department of Defense (DoD) Source Selection Procedures, and Air Force FAR Supplement (AFFARS) Mandatory Procedure (MP) 5315.3 Source Selection, with evaluation factors to be included in the RFP consisting of: Technical Acceptability, Past Performance, and Price. �Contract award and its resulting performance are to be made in whole in Japan, whereby offer must satisfy the requirements stated in the NOTE at the end of this presolicitation notice. �The solicitation is expected to be issued around or after 7 Apr 23 (JST). �The closing date and time for submission of offers as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on government point of entry (GPE) web site at https://www.sam.gov, at that time. �Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloaing their own copy of the solicitation package. �Potential offerors shall check GPE website at https://www.sam.gov frequently for notification and/or changes to the solicitation. �In order to be eligible for award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov/; however, the following must be satisfied due to award and performance to be made in Japan. [NOTET TO FIRMS LOCATED IN OTHER THAN JAPAN]: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, ""Authorization to Perform"". �Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, ""Permits and Responsibilities"", as supplemented by AFFARS 5336.507. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
