- PRE-SOLICITATION NOTICE � NOTICE OF INTENT NOI-NIAID-2164847 NAICS � 811210 (Equipment Maintenance and Repair) This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with GE Healthcare Bio-Sciences dba Global Life Sciences Solutions USA, LLC to procure a one-year service/maintenance agreement for a Biocore T-100 processing unit instrument, FULLCARE PLUS BC T200 service plan, product # 28988117, S/N 28975001-CN12174.� POP: 03/22/2023 � 03/21/2024 The Laboratory of Malaria and Vector Research (LMVR) is dedicated to studies of malaria and insect vectors of infectious diseases. Research groups in the laboratory maintain an array of on-campus and overseas activities investigating disease-transmitting insects and broad areas of malaria biology and pathogenesis. Basic discoveries from these investigations support searches for new drug treatments, diagnostic tools, and vaccines. The Malaria Genetics Section focuses on the determinants of drug resistance, immune evasion and disease virulence in malaria. Research activities are integrated with field studies in Africa and Southeast Asia. The Biacore T-100 is an instrument for quantifying macromolecular interactions or the protein-protein interaction to aid in the research of drug resistance and immune evasion responses in the human body. The preventative maintenance on this equipment is essential for work in Dr. Ribeiro�s laboratory as well as in other laboratories in the LMVR. �The Biacore T-100 processing unit is in constant use in the laboratory in the LMVR quest in finding a viable vaccine.� An equipment break down would halt research. GE Healthcare is the manufacturer of the Biacore T-100 processing unit.� Being the manufacturer of the equipment, they have the only certified technicians, and are the only provider of replacement parts.� GE Healthcare does not sell the parts to other repair vendors because they do not certify the technicians.� Also, changing from GE Healthcare to another vendor would make the equipment certification invalid. GE Healthcare is the only service provider to meet the governments needs. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2164847) to Peggy Schott at margaret.schott@nih.gov, by Friday, March 17, 2023 by 12:00pm (noon) Mountain time. All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
