- STATEMENT OF NEED FOR OPTOMAP/OCT COATESVILLE VA MEDICAL CENTER DESCRIPTION: The purchase of one Optomap/OCT retinal scanner/imager. PLACE OF PERFORMANCE: Coatesville VA Medical Center (CVAMC) 1400 Blackhorse Hill Rd Coatesville, PA 19320 West Norriton VA Clinic 2495 General Armistead Ave Norristown, PA 19403 SCOPE: The contractor will be responsible for the timely delivery this unit to CVAMC. This unit would be delivered directly to the warehouse dock. The contractor will provide installation, calibration, and on-site training to staff at the West Norriton VA Clinic after the equipment has undergone incoming inspection and is able to be connected to VA network. To fulfill these requirements, the contractor will likely require access to sensitive areas where PHI may be present. The product requires software installation. Installation, calibration, and training services will be provided by the vendor. The Optos Silverstone unit represents a combination of two different technologies; the Optical Coherence Tomography Scan (OCT) and the Ultra Wide-Field Retinal Imaging. The OCT improves our ability to diagnose disorders of the cornea, anterior chamber, iris, vitreous and retina. It is a mandatory technology to diagnose glaucoma and diseases of the retina and macula, including the 3 eye conditions that the VA itself has prioritized for Improved Veteran outcomes: Glaucoma, Macular Degeneration and Diabetic Retinopathy. These three disorders cannot be diagnosed and treated successfully without the use of an OCT. In addition, by having the OCT positioned at the West Norriton office, it not only improves diagnosis and treatment of these significant eye conditions but it eliminates the need for the Veteran to travel to the Coatesville VA to have an OCT performed. This saves valuable time, money and travel impositions on the Veterans. Ultra-Wide-Field (UWF) Retinal Imaging is the newest technology for diagnosing and treating disorders of the Retina. This camera has 2 advantages over the Canon Retina Camera that is presently on site at the West Norriton Office. First, the Canon Camera can only take images of the very back, or posterior pole, of the retina; it cannot image areas of great concern near the periphery of the retina. The Optos Silverstone camera images the ENTIRE retina, including the far peripheral retina where many retinal holes, tears and detachments may go undetected and undiagnosed with only the Canon Camera. The second advantage of the Optos camera over the Canon camera is that it is a non-mydriatic camera, meaning it requires NO PUPIL DILATION to get superb images of the retina. The Canon Camera requires pupil dilation, which means pharmaceutical agents are added to the Veteran s eyes, then they have to wait nearly an hour until the imaging can be performed. Once again, this wastes the Veteran s valuable time and medicates the Veteran with unnecessary pharmaceutical agents. With the Optos Camera, the undilated Veteran simply looks at the camera and instantly a color High Definition image of the retina out to the far periphery is rendered. A further advantage of the Optos Silverstone unit is that it combines the OCT with the Wide-Field Retinal Camera. This saves valuable and limited space at the West Norriton office as both units are contained within one housing. In addition, by having the OCT combined with the Retina Camera, a wide-field OCT image can be produced. This is not possible at the present time with the Oct units available at Coatesville VA. This will further enhance diagnosis and treatment of eye conditions, particularly in the peripheral retina.
