Description
Notice of Intent to Sole Source a SolydEra BlueGen Solid Oxide Fuel Cell (SOFC) system, BG-15 2.0 1.5kW Fuel Cell. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Aris Energy Solutions to purchase a SolydEra BlueGen Solid Oxide Fuel Cell (SOFC) system, BG-15 2.0 1.5kW Fuel Cell. The NETL Research and Innovation Center (RIC) was selected to receive an award as part of the DOE Fossil Energy (FE) Solid Oxide Fuel Cell (SOFC) Program Funding Opportunity Announcement (DE-FOA-00023000). NETL is engaged with Aris Energy Solutions as a subrecipient of the award under DE-FE0031978 and has already initiated Phase One of the BlueGen SOFC system. With this award, Phase Two will integrate the newest SolydEra BlueGen model (the BG-15 2.0 SOFC with DC output) with the current and Load Following Control System to provide the system with Electrical Resiliency. The scope of work requires NETL-RIC to evaluate the long-term operation and durability of Aris Energy Solutions BG-15 1.5-kW SOFC system and the system will be installed (in coordination with NETL Facility Operations) by Aris Energy Solutions. This is considered a sole source to Aris Energy Solutions due to the previously mentioned funding opportunity and award. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 PM ET on March 21, 2023. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
