- This is a Sources Sought Notice only. It is neither a solicitation nor a request for a quote and it does not obligate the Government to award a contract. Request for solicitation will not receive a response. The Government will not pay nor reimburse any costs of preparing this response. The purpose of this notice is for the market research purposes only and to make appropriate acquisition decision to gain knowledge of potential qualified businesses and their Small Business Administration (SBA) size classification in relation to North American Industry Classification System (NAICS) code 513210, Software Publishers, with a size standard of $41.5 Million. The Network Contracting Office (NCO) 8 is seeking a business to provide Electronic Data Exchange of Clinical Imaging in DICOM (Digital Imaging and Communications in Medicine) format for the Community Care, hospitals, diagnostics imaging centers and physician offices. The data exchange platform must also be secure in terms of Federal Information Processing Standard (FIPS) 140-2 encryption requirements, and provide integration with VA's Veterans Health Information System Technology Architecture (VistA) Imaging and VistA Importer, Philips IntelliSpace PACS and the VA's Computerized Patient Record System (CPRS), as well as Laurel Bridge Compass Routers used for routing DICOM exams at each of our VISN 8 Facilities. The solution must provide a mechanism for finding exams on community-based care digital resources and retrieving those into the VA network and transferring to PACS and VistA Imaging, as well as exporting exams to those same community-based care resources. The electronic data exchange will provide dramatic efficiencies over the current need to burn exams to CD/DVD and transfer email or have the patient transfer CD/DVDs. Provide evidence your firm can provide the requested items to include past and/or current contract for the same requirements and any other compelling evidence to help the Government determine your company s capabilities. To be eligible for award, prospective offerors must be registered in the System for Award Management (SAM) Internet site, https://sam.gov/content/home.
