Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) Research and development requires one (1) hand-portable cone penetration test (CPT) platform with a minimum push and pull capacity of 10 tons and 12 tons, respectively, as well as two (2) cone pentrometers. Vertek (VTK) division of Applied Research Associates Inc. is the only CPT rig found to meet the requirements set by the Government research team. Additionally, the ARA VTK 10cm2 cone penetrometer manufactured by ARA Vertek is the only penetrometer found to meet the requirements set by the Government research team. Therefore ERDC-CERL intends to award a sole source contract to Applied Research Associates in accordance with FAR 13.106-1(b)(1). The specific requirements for these pieces of equipment are as follows: The Government research team requires a CPT rig with the following capabilities: Be of a size that a person can move by hand, Be a stand-alone model (i.e., not mounted to a vehicle), Has a minimum push and pull capacity of 10 tons and 12 tons, respectively. Has an integrated anchoring system. The Government research team requires cone penetrometers with the following capabilities: Be a seismic piezocone, Has a max cone tip force of at least 10 tons; Has a cone tip area of 10 cm2; a range of at least 20000lb, and overload capacity of 150%, and an accuracy of 0.5%; Has a friction sleeve with an area of 150 cm2, a range of 4400 lb, and overload capacity of 150%, and an accuracy of 0.5%; Has a pore pressure transducer with a range of 1000 lb, a burst pressure of 200%, and an accuracy of 1%; Has a dual axis inclinator with a range of � 15� and a resolution of 0.1�; and Has a triaxial geophone (3 geophones). This is not a request for proposal and in no way obligates the Government to award any contract. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than the date listed above: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
