Description
Defense Logistics Agency (DLA) - Energy - FESBB anticipates issuing a Request for Proposal (RFP) for Contractor-Owned Contractor-Operated (COCO) fuel storage services within the Subic Bay Freeport Zone, Subic Bay, Republic of the Philippines on a 24 hour, 7 days per week basis. The requirement is for fuel storage and fuel management services to include receiving, storing, protecting, and shipping of U.S. Government-owned product of Aviation Turbine Fuel Grade JP5/F44 and Fuel Naval Distillate Grade F76. The Solicitation number SPE603-23-R-0504 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS). This requirement is to procure COCO fuel storage services with the capability to receive via tanker/barge, store, protect, and ship U.S. Government-owned product Aviation Turbine Fuel and Naval Distillate via tank truck, tanker/barge and all class of Naval (Military) surface vessels. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility.� Storage requirements include adequate fill capacity for 1,063,000 barrels Aviation Turbine Fuel Grade JP5/F44 and 540,000 barrels of Fuel Naval Distillate Grade F76. A minimum of two tanks (per product type) interconnected to provide the capability to transfer of product between tanks. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a four-year base period of performance, anticipated to commence December 31, 2023 through December 30, 2027, with one, five-year option (anticipated from December 31, 2027 through December 30, 2032) in accordance with (IAW) FAR 52.217-9. Additionally, an option, not to exceed six months (anticipated from December 31, 2032 through May 30, 2033) IAW FAR 52.217-8, will be included. This procurement will be solicited under full and open competition. DLA Energy is working towards posting the solicitation in the April � May 2023 timeframe. The RFP will close about 45 days after posting. The solicitation will be published electronically on the SAM website at https://sam.gov/. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). This is not an RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.� �
