Description
This is a project labor agreement survey only. This is not a request for proposal, request for quote, or invitation for bid. There will not be a solicitation, specifications, or drawings available at this time. This is a SPECIAL NOTICE. No proposals are being requested or accepted with this notice. The U.S. Army Corps of Engineers, Mobile District, is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for a large scale construction project (exceeding $35 million) at MacDill Air Force Base (AFB), Florida. This market survey is being posted for the ER Transmissions and Substations System at MacDill AFB, FL. Description of Work: This project includes upgrading the existing switch near the Tanker Way Gate substation feeder and construction of new underground electrical distribution lines and switching stations to add redundancy along with resiliency to the base�s existing electrical distribution system. The upgrade of the existing switch near the Tanker Way Gate consists of replacing the existing 25 mega-watt (MW) switch with a new redundant 35MW switch for the feeder from the Tampa Electric Company (TECO) substation. This will allow the new Tanker Way Gate switch and the existing MacDill Avenue 35MW switch to provide redundancy so that either switch shall be capable of carrying the entire load of the base. In addition, a set of 8,100 lineal feet (LF), 15 kilovolt (kV) capacity underground distribution lines shall be constructed to increase the capacity of the existing interconnection between the new Tanker Way switch and the existing switch near the MacDill Avenue Gate. Additionally, a new underground electrical branch distribution line and switch to the Dale Mabry Main Gate and Visitor�s Center will be constructed, which are both currently not connected to MacDill's distribution system. Underground electrical power distribution will be provided as a design build construction project in accordance with the DoD Unified Facilities Criteria (UFC) UFC 3-501-01 Change 1, Electrical Engineering, UFC 3-550-01 Exterior Electrical Power Distribution, with Change 3, UFC 1-200- 01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Accordingly, Offerors are requested to respond to this Special Notice regarding PLA with the following information: 1) Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide supporting documentation. 2) Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible. 3) Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible. 4) Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. 5) Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. 6) Identify any additional information you believe should be considered on the use of a PLA on the referenced project. 7) Identify any additional information you believe should be considered on the non-use of a PLA on the referenced project.
