Description
This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of small business firms for a potential small business category type set-aside. No proposals are being requested or accepted with this synopsis. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill, and capabilities necessary to perform the described project are invited to provide feedback via email to Sonia Boyd at Sonia.j.boyd@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources to include small business in the following categories: Certified 8a, Certified HUB Zone, Woman-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) for a Market Survey for high fructose corn syrup and sodium bicarbonate buffer for the in situ bioremediation of explosives-contaminated groundwater. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Other Than Small Business Procurement. Other than Small Businesses may respond to this NOTICE in the event the market does not indicate Small Business interest, however, preference will be given to the Small Business categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. Project Description ERDC Environmental Laboratory requires high fructose corn syrup and sodium bicarbonate buffer for the in situ bioremediation of explosives-contaminated groundwater. The EL requirement is to obtain 24,000-gallons of 42% high fructose corn syrup to serve as carbon substrate/electron donor for an in situ bioremediation pilot study. Due to the large quantity, 4 shipments of 6,000-gallons are required. Additionally, to prevent aquifer acidification, 19,000-lbs of sodium bicarbonate will be required. 4 shipments of 4,750-lbs is required. Vendor must provide spec sheets for HFCS. Delivery Date:� Vendors should include an estimated delivery/ship date. Desired fructose/sodium bicarb. delivery dates: Delivery 1: April 17, 2023 Delivery 2: June 12, 2023 Delivery 3: August 14, 2023 Delivery 4: October 9, 2023 If April 17 is not realistic for a first delivery dates can be modified to: Delivery 1: May 8, 2023 Delivery 2: July 3, 2023 Delivery 3: August 28, 2023 Delivery 4: October 23, 2023 Delivery Location: Silverdale, WA� 98315-1101 The NAICS Code is 424690 Other Chemical and Allied Products Merchant Wholesalers with a size standard of Size standards in number of 175 employees. Firm's response to this Synopsis shall include the following information: Interested contractors must submit the following in response to this announcement: 1.��� Firm's name, address, point of contact, phone number, e-mail address, DUNS number, CAGE code, and Tax ID number. 2.��� Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or WOSB. 3.��� Firm's capability statement (include comparable work performed within the past 2 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide one example. If utilizing the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet these criteria. 4.��� Firm's interest in quoting on the solicitation when it is issued. 5.��� Firm's Joint Ventures (existing), including Mentor Prot�g�s and teaming arrangement information is acceptable Potential Offerors must be registered in the System for Award Management (SAM) in order to conduct business with the Government.
