THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS RFI IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY ACTUAL PROCUREMENT OF MATERIALS, MACHINERY, OR SERVICES. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. However, the Government is actively seeking information on potential sources of Systems Engineering & Integration (SEI) for the requirements described in separate documents to be provided upon validation of respondent�s clearance. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified. Information marked proprietary received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future competitive solicitation, if one is issued. Specific responses to the contractor's approaches for meeting this requirement will not disqualify or have an impact on participation and evaluation on future solicitations. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. If a solicitation is issued, it will be announced later via the System for Award Management (SAM.gov) and all interested parties must respond to that solicitation announcement separately from the responses to this RFI. DESCRIPTION: The Naval Sea Systems Command (NAVSEA) is conducting market research to identify and determine the interest, technical capability, and qualifications of Industry to fulfill the Government's need for services to perform submarine C5I SEI �It is expected that Contractors will perform this work at their own facilities, and within or outside the continental United States of America. The estimated period of performance for these efforts would start at the beginning of Fiscal Year (FY) 2024 and complete at the end of FY 2028 General requirements will be made available upon request only to those companies with a validated security clearance at a minimum SECRET clearance level. To attain validation of security clearance, prospective respondents must email Patrina Givens at (patrina.l.givens.civ@us.navy.mil), and Douglas Stone (douglas.a.stone.civ@us.navy.mil) requesting access to the general requirements documents. The electronic written request must include the company name, cage code, SMO Code, complete destination address, and security point of contact. �The subject line of the email should read ""Systems Engineering and Integration Request for Information"". Note: The controlled documents may only be provided to prospective respondents following approval by the NAVSEA Office of Security Programs and the Contracting Officer. Respondents to this RFI should be aware that personally Identifiable Information and citizenship may be requested by NAVSEA security personnel during the clearance validation process. A valid PKI certificate is required to request access.� You must be a US Citizen or Permanent Resident Alien.� Please allow 1 to 2 business days for access to be granted. No person may have access to the draft SOW, referenced addenda and notional schedule unless that person has been determined to have a valid need for such access in connection with the accomplishment of a lawful and authorized Government purpose. �Printed and electronically stored documents must be protected IAW DoDM 5200.01, Vol. 4, Controlled Unclassified Information (CUI). All interested sources (prime and subcontractor) must submit separate security clearance validation requests for the contractor and subcontractor and their personnel.� Prime contractors are not allowed to separately forward or share documentation provided them upon the basis of their security validation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCE SOUGHT NOTICE. Interest parties are requested to respond with a White Paper that address their capabilities and proposed plan to delineate a viable approach to meeting the requirements of the performance specification, with special emphasis on the following: Company Qualifications and Experience: Describe capabilities and experience with developing, managing, and integrating interface baselines and complex networked software systems. Describe capabilities and certifications with: Model-based approaches for developing, managing, and integrating interface baselines; information systems; and processes. Describe experience working directly with Government organizations and integrators using government and contractor facilities for Subsystem and System Level Tests. Describe experience and approach for developing a comprehensive Test and Evaluation program. Describe facility capabilities and certifications. Technical Approach: Provide your overall technical approach to the requirement as outlined within this notification and in the draft SOW with referenced addenda. Describe your systems engineering approach to analyze functional and operational requirements prescribed by the Government and synthesize new electronic interface requirements. Discuss the method used once these requirements are decomposed to allocate and track them for validation testing, as well as determine if new or modified technical performance measures need to be addressed. Describe innovative methods for reducing cost and optimizing innovation for the SEI Agent efforts. Describe your approach for managing change within the interface baseline to allow efficient subsystem integration for C5I Systems. Describe your approach for developing a comprehensive Test and Evaluation program to include integration with C5I subsystems and execution of C5I test events. Address the overall Test and Integration approach for planning and performing C5I SoS Level Testing of multi-subsystem functionality across various baselines and platform configurations (SSN 688I, SSGN, SEAWOLF, VIRGINIA, SSBN, and COLUMBIA). Describe how the System Requirements Verification Matrix will be used during System Level Tests and System Integrated Tests to provide 100% test coverage and the extent and basis for any overlap or redundancy. Conversely, when limitations or ""holes"" in land based test facility hardware exists, describe the approach to quantify and manage the risk. Describe your risk management approach for execution of contract deliverables as related to cost, performance, and schedule. Data Rights: For the technical approach outlined in Section II above, provide details on any limitations of technical data rights, specifically proprietary information. Other: The Government will consider all comments received on the draft SOW and referenced addenda. The Government does not commit to providing a response to any comment. The Government IS NOT soliciting questions or offers at this time. Any subsequent revision to any specification or Statement of Work based on comments received remains solely at the Government's discretion. SUBMITTAL INSTRUCTIONS: Responses to this RFI must be submitted via email or DOD Safe to the points of contact listed at the bottom of this notice, and must be received no later than 3:00PM Eastern Standard Time (EST) on March 20, 2023. The subject line of emails containing responses or questions related to this notice should reference the RFI number (N00024-23-R-6108) for this notice and ""Systems Engineering and Integration Request for Information.�� Please limit responses to a maximum of twenty (20) pages.� Proprietary information, if any, must be clearly marked. To aid the Government in its review, please segregate proprietary information.� The cover pages shall include the following information: 1. Company name; Address; Point of Contact; Phone Number; and E-mail address. 2. Identification and verification of the company's business size (i.e., small, large) relative to NAICS Code 541330, Size Standard: 1,500 employees. Small Businesses are reminded under FAR 52.219-14; Limitation on Subcontracting, for services, that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the responding concern.� Include the percentage of work that would be self-performed on this project should the Government issue a Request for Proposals. All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned. This notice is not a request for proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. Respondents are wholly responsible for any costs or expenses associated with submitting a response. No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy. At a later date, a solicitation may be issued electronically via System for Award Management (SAM) at https://sam.gov and interested parties must comply with that announcement.� Interested Offeror(s) who do not submit a proposal shall destroy all Government furnished materials immediately and submit confirmation of the destruction in writing to the Government POCs.
