Updated 23 Feb 2023: Vendors, Source Selection concluded 10 Feb 2023 and a vendor has been selected. As a result, Question 25 on the Q&As was also updated and the latest version is posted for viewing. All other terms and conditions remain unchanged. See attachments for further details.� Updated: 06 Jan 2023 to release Amendment 02 which updates PWS and further clarifies responses in the latest update of the Q&A dated 06 Jan 2023. Please see attachments.� Updated: 28 Dec 2022 to extend the proposal submission date to 19 Jan 2023 to account for an upcoming amendment and updated Q&As.� Updated: 20 Dec 2022 to include a copy of Q&As and�DTRA INST 1025.2, no other changes have been made.� This is a combined synopsis/solicitation for a commercial service in accordance with Federal Acquisition Regulation (FAR) Part 19 � Small Business Programs for a �Professional Partnership Program (P3)� as supplemented by the Performance Work Statement (PWS) and the additional information in this notice.� This announcement constitutes the only solicitation and proposals are being requested. No additional solicitations will be issued. This requirement has been set aside as a 100% Woman Owned Small Business (WOSB) award and no other offers or socio-economic categories will be accepted or reviewed. The Solicitation Number for this requirement is HDTRA123R0026. The attached solicitation document and the clauses incorporated therein shall constitute the entire �Solicitation� which is intended to result in the award of a Firm Fixed Price (FFP) contract consisting of 1 Base Period of 12 months and 1 Option Period of 12 months for a total of 24 months at full performance. The actual dates of performance will be agreed upon with the winning Bidder prior to the release of the award document. The North American Industry Classification Standard Code (NAICS) for this requirement is 611430 and the small business size standard is $13,000,000. The Product Service Code (PSC) for this requirement is R799. The requested service shall be conducted in accordance with the specific instructions and requirements identified in the PWS and �All� pricing shall be included in the Bidders proposal. All qualified and responsible WOSB�s are encouraged to provide a proposal and will receive full consideration if - at the discretion of the Government - they are deemed to be from a qualified source and the proposal is found to be responsive. � BASIS OF AWARD DTRA has a requirement for a contractor that can provide all materials, equipment, and personnel to support the DTRA/HR-WPD Mentoring Program Manager with the design, implementation, and execution of a formal Professional Partnership Program (P3) for the specified Fort Belvoir and Albuquerque New Mexico locations. The purpose of this program will be to identify and facilitate growth in the major areas of competency for each participant that requires improvement to include; exercise of those competency areas through core team learning experiences; and feedback and advice in one-on-one sessions with individual mentors per the requirements of the enclosed Performance Work Statement (PWS). This requirement will consist of 1 Base period of 12 months and 1 Option period of 12 months for a total of 24 months at full performance. Basis of Award: Lowest Price Technically Acceptable (LPTA) Award Criteria: The Government intends to select the lowest price quote that has been determined to be Technically Acceptable. If the lowest priced proposal is not found to be Technically Acceptable, the Government will evaluate the next lowest priced proposal and so on. Proposals determined to be incomplete, unreasonable, unrealistic or that are not designated as a Woman Owned Small Business (WOSB) will not be accepted or considered for award. To support your proposal, your proposal may contain three volumes, a cost volume, a technical volume, and supplemental information. The cost volume shall be in accordance with instructions within this proposal. It shall include and clearly identify cost and pricing which is factual, verifiable, and supportable. The direct and indirect rates should be supported by any documentation submitted to Defense Contract Management Agency (DCMA) and/or Defense Contract Audit Agency (DCAA). If this information is not available, then please include direct and indirect rate information that can support your technical approach. The cost volume shall include a cost summary for both direct and indirect cost elements for each year applicable and address the following items: -Direct labor hours, direct labor costs, direct material costs, indirect cost elements and other direct costs (ODCs), as applicable. The cost spreadsheet should segregate the proposed direct labor hours, rates, material costs, ODCs, indirect costs, and profit (with formulas). The technical volume of the proposal shall contain a detailed basis of estimate (BOE) information for each element of cost, including explanation of the estimating processes used to develop the estimates in support of the PWS. Any other applicable technical information should be present in this volume to ensure full understanding of this contract requirement. In addition, please ensure your submission contains: -Company address, point of contact�s phone number and e-mail address, DUNS number, CAGE code, business size and other business identifiers such as veterans-owned, discounts offered, and any other pertinent information required to issue a contract.
