- This notice shall not be construed as a commitment by the United States Government.� It does not obligate the Government to reimburse any cost associated with preparation and/or submission of a response, nor does this notice guarantee the Government will issue a Solicitation / RFP or award your company a contract to provide these services.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this information or these activities. The United States Special Operations Command (USSOCOM), Directorate of Procurement, on behalf of USSOCOM Program Executive Office-Maritime (PEO-M), is considering the award of an Other Transaction Authority (OTA) Agreement for a Digital Prototype Project (DPP) for the Undersea Systems Program (USP) (hereinafter �the OTA Agreement�) in accordance with 10 U.S.C. � 4022, the OTA Agreement. The USSOCOM OTA Agreement for the USP effort will consist of three (3) phases. Phase 1, white paper submissions (will occur prior to award of the OTA Agreement). Phase 2, the government will evaluate each of the DPP white papers for down-selection (will occur prior to award of the OTA Agreement).� For Phase 3, the Government intends to award OTA Agreements to multiple contractors for competitive demonstration and evaluation.� The OTA Agreements will require the awardees to develop, test and demonstrate their �digital prototype project� against well-defined criteria to determine whether the prototype project has been successfully completed and, if so, whether a follow-on production contract will be awarded to that offeror. PHASES� 1.� Phase 1 �White Papers The offeror shall submit a white paper for consideration post marked no later than, 3 March 2023.� White paper submittals to include all attachments shall be no longer than 55 pages in accordance with page size and format below and should demonstrate: the offeror�s technical approach; supportability; integration of the Government Furnished Information (GFI) and Government Furnished Property (GFP); schedule to providing a production ready digital prototype system capable of satisfying the prototype criteria; and technical data rights the Government will be given.� The proposal must also include how the offeror will meet the requirements of the OTA IAW 10 U.S.C. � 4022(d), and how the offeror plans to comply with the Buy American Act & Trade Agreement Act. � 2.��Phase 2 � White Paper Evaluation Every white paper will be reviewed at time of receipt to ensure it meets the mandatory formatting requirements.� The Government may request the offeror provide additional documentation to substantiate the proposed capability discussed in the white paper.� Substantiating documentation will not count against the maximum page limit.� The offeror shall provide the documentation to the Agreements Officer no later than 2 business days after the request in order to be considered for Phase 3. The USP Agreements Officer will make a final determination on any proposal rejections. �The Government will review responses and select up to two offerors for Phase 3. Note, the USG may use Contractor Support Personnel (CSP) as advisors (non-voting members of the evaluation/selection boards).� Regardless, all CSP will be required to sign a Non-Disclosure Agreement (NDA) in order to participate in this process.� 3.� Phase 3 � OTA award for Digital Prototype Project (DPP) design Selected offerors will be invited to enter into an OTA Agreement (OTA) to design, demonstrate the DPP design, and to provide a proposal for a potential follow-on production contract. Additional details for Phase 1 � 3 will be provided under separate cover. PERIOD OF PERFORMANCE:� The period of performance for Phases 1-3 will be approximately twenty-three (23) months. SUBMISSION INSTRUCTIONS:� Submissions will only be accepted via secure mail. �Submission instructions will be provided. PAGE SIZE AND FORMAT:� A page is defined as each face of a sheet of paper containing information. Page size shall be 8.5 x 11 inches. The text size shall be Arial 11 font, uncompressed font. Use at least 1 inch margins on the top and bottom and 1 inch on the side margins. Pages shall be numbered sequentially. Embedded tables, charts, graphs and figures shall be used wherever practical and shall be uncomplicated and legible. For tables, graphs and figures, the text shall be no smaller than 8 point. Electronic copies of the submission shall be submitted in a format readable by Microsoft (MS) Office Word 2016, Office Excel 2016, pdf as applicable.�
