Description
Title:� Centralized Vaccine Distribution Description: The Vaccines for Children (VFC) program is a critical and complex program that purchases and distributes 50% of the pediatric vaccine in the United States, serving the most vulnerable children and adolescents.� In addition, through the Section 317 program, CDC purchases a limited amount of routine vaccines for use in adults. Finally, a limited portion of CDC's pediatric vaccine stockpiles are stored at the centralized distributor's facilities.�� CDC first implemented a contract for centralized vaccine distribution to provide logistical support for its immunization awardees, allowing them to focus on other public health priorities such as provider education/training and quality improvement.� The contract is responsible for the delivery of approximately 75M doses of routine vaccine each year to approximately 40,000 sites enrolled by CDC's 64 immunization awardees, including distribution to several former and current Pacific Island territories, Puerto Rico, and the Virgin Islands. The contract includes an option for pandemic vaccine distribution and currently serves as the government's centralized distribution mechanism for COVID-19 vaccines as part of the ongoing national response to the COVID-19 pandemic and is also being used to support international donations as part of the COVID-19 response. The incumbent contract for this requirement is 75D30122C14691 with McKesson Specialty Distribution LLC.� The CDC contemplates awarding a definitive contract for this requirement.� The period of performance will be from August 1, 2023 � July 31, 2024, with four option periods with twelve months in each option period. Procedures to be used in Awarding the Contract: This solicitation will be conducted using the procedures of FAR subpart 15.3.� This will be a full and open competition.� All responsible sources may submit a proposal which shall be considered by the agency.� A written request for proposals (RFP) will be published on SAM.GOV.� Hardcopies of the solicitation will not be issued.� The Government intends to make an award without discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. This is a best value acquisition using a tradeoff process. The Government will evaluate technical, past performance, and price. The technical evaluation has five factors:� similar large scale distribution experience; technical approach and understanding of the requirements for distributor information and messaging specifications; technical approach and understanding of the requirements for storage and distribution; management and transition plan; and facilities. This award will be made as a result of ""best value� source selection.� Best value means that the Government will perform a price/technical trade-off analysis such that business judgment will be exercised in selecting the most advantageous alternative to the Government, considering both the price and technical merit of the proposals.� The Government will assess the benefits of technically superior proposals against the price of obtaining those technical benefits.�� The Government will not make an award at a significantly higher overall price to the Government to achieve only slightly superior technical performance.� The Government will make this assessment through the development of trade-off analysis and other analytic studies that involve the assessment of the benefits of the technically superior features. The determination of best value will be made by comparing the differences in the value of the technical factors with the differences in the prices proposed.� Therefore, technical merit will be significantly more important than price. When proposals are considered being technically equal, price will then become the significant factor.�� The Government intends to make an award of this contract on or about June 30, 2023. These dates are provided for informational and planning purposes only and may be changed at the Government�s discretion without prior notice. NAICS Code: The North American Industry Classification System (NAICS) code is 493120 Refrigerated Warehousing and Storage, with a small business size standard of $32.0 million. Set Aside: This acquisition is not set aside for small business concerns.
