Description
The mission of the Library of Congress (�Library�) is to engage, inspire, and inform Congress and the American people with a universal and enduring source of knowledge and creativity. For details on the Library, its mission and its organization, please refer to https://www.loc.gov/about. As a part of that greater mission, Library Divisions bring the Library�s collections to life and deepen audience impact through educational and cultural programming, visitor engagement, and partnerships, with an aim to transform visitors into regular users of the Library. Some of the Divisions and Offices responsible for that work include: the Center for Learning, Literacy & Engagement (including the Informal Learning Office, Library Events Office, Literary Initiatives Office, Professional Learning & Outreach Initiatives, Signature Programs Office and the Visitor Engagement Office), the Center for Exhibits and Interpretation, Library Services, the Law Library of Congress, the Congressional Relations Office, the U.S. Copyright Office, and many others. These public-facing offices require comprehensive audience data to strategically plan programs, resources, and engagement offerings that respond to the needs, preferences, and motivations of key audiences. Dr. Carla Hayden, the fourteenth Librarian of Congress, has a vision to increase access to the Library onsite and online, enhance the Library�s Thomas Jefferson Building as a cultural destination, and help future researchers and scholars actively use the Library�s collections and services. In order to fulfill this vision, the Library has identified the need for a contract to procure services that will allow the Library to understand and analyze the profile of daily visitors, event attendees, researchers, Members of Congress, their families and staff, and other core audiences (Library �users�). Requested services will include research & evaluation projects, survey instrument development and implementation, programmatic development, audience journey mapping, staff training, digital transformation support, and other data-based services to enhance the Library�s public offerings. These services will establish benchmarks for a range of metrics, including past, current, and future Library audience characteristics, perceptions, and behavior, suitable for a cultural institution that serves 1.6 million annual visitors. The Library seeks a contractor to provide assessment, development, planning, audience research tools, resources, and analysis services for the Library. See attached solicitation.� Modification 0001 The purpose of this modification is to provide answers to questions and extend the proposal due date.
