Description
1.� Introduction/Purpose The Federal Aviation Administration (FAA) has a need for Contractor Depot Logistics Support (CDLS) and Engineering support requirements contract to provide integrated logistics support and repair for Critical Essential National Airspace Systems (NAS) Power Systems.� GNAS Critical Essential Power Distribution Systems include the Air Route Traffic Control Centers Critical and Essential Power Systems (ACEPS), Critical Power Distributions Systems (CPDS), Terminal Radar Approach Controls (TRACON) systems, Critical Redundant Power Distribution Systems (CRPDS), Dual Redundant Power Distribution System (DRPDS), and Combined Center Radar Approach Control Systems (CERAP).� Inclusive in this requirement is support for deployed National Exide/IPM and Eaton Uninterruptible Power Systems (NEIUPS) with limited/restricted access to Hardware, Firmware, and Service Software Tools. Related system support items such as battery replacement/ installation, disposal/turnkey, Lightening Protection, Electrical Distribution Equipment, and critical Engine Generator parts may be required. �� In-depth knowledge of FAA�s power systems is key to proving the required CDLS, supply support, engineering, and field repairs necessary to maintain full operational status for existing critical essential power systems that utilize obsolete equipment with technology dating back to the 1960s still fully deployed and utilized in the NAS. On-Site support may be required for inspections, diagnostics, or repairs to maintain equipment due to Environmental Protection Agency (EPA) restrictions or due to the size of the equipment making it not economically cost effective to remove assets from the field. Equipment prohibited from being removed from the field may include White Superior and Kato-light Detroit Diesel Engine Generators and larger UPS. Repair, Maintenance, Overhaul requires specialized knowledge of systems equipment to plan and mobilize prioritized preventative and emergency repairs. To identify and procure replacement products and/or re-engineer, re-qualify, establish sub-contracting support, and utilize cannibalized products when necessitated due to unavailable replacements.� Obsolescence of Commercial off the Shelf (COTS) parts can be a gradual variable and often unforeseen.� It may create major logistical support issues, with constant parts shortages, therefore continual review and tracking of parts availability is critical.� The contractor must be knowledgeable to research and finds new, re-manufactured, and repaired items to support FAA products when Original Equipment Manufacturer (OEM) parts are no longer available.� Configuration management must remain intact for all systems. Requirements include program management for planning and execution of all CDLS and on-site activities within this need; parts storage, distribution, and order fulfillment for field requisitions to include all necessary labor, equipment, shipping, and facilities to meet field priorities; �warehousing for this requirement may require more than 20,000 square foot of bonded storage space to house FAA owned spares, cannibalized equipment, and other critical materials essential to manufacture, refurbish, and to requalify parts; ability to support UPS with proprietary software, hardware, and tools; maintain and update a commercial database designed for FAA personnel to access technical documentation; utilize the FAA�s Web-Based CDLS Interface Tool to support FAA CDLS reporting requirements; and demonstrate capability to consistently respond to requirements in a manner that meets and often exceeds contractual timeframes and expectations.� The FAA has a requirement for a five-year contract with a one-year base and four one-year option periods.� 2.� Incumbent Contractor (if applicable) This requirement is currently managed under contact 6973GH-18-D-00108.� 3.� Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, depending on qualified responses to this market survey, either an unrestricted competition, a set-aside, or sole source justification will be chosen. Eaton Corporation is the only known source for this requirement.� CDLS for these products/systems require data, software coding, training materials and other information for IPM/BP and Exide/Powerware models.� Eaton Corporation currently has sole ownership of this proprietary data. 4.� Standard Language This is not a Screening Information Request or Request for Proposals of any kind; the FAA is not seeking or accepting unsolicited proposals; the FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and any costs associated with the market survey submittal is solely at the interested vendor�s expense 5. North American Industry Classification System (NAICS) Code The NAICS code projected for the procurement is 335999, 541330, 335311, and 335313. 6.� Submittal Requirements for Market Survey Requirements for this submittal should show relevant corporation experience including prior experience in managing CDLS of this applicable size and standard in dollars and number of employees. Capabilities and engineering to support and provide global repair for equipment integration, software, hardware structure, data, and software coding requirements to include IPM/BP and Exide/Power-ware models.� This documentation must clearly demonstrate that the firm has legal ownership or access to original equipment manufacturers documentation, and replacement parts. Requirements include maintenance, repair, and overhaul for White Superior, and Kato-light Detroit Diesel Engine Generators with high obsolescence rates in addition to full support for the systems listed in the introduction. 7.� Delivery of Submittals Interested parties should provide in electronic format a company profile stating the full range and capabilities of supplies, services, not to exceed 10 pages including cover and table of contents.� Questions should be directed to Jason Perry.� Submittal deadline is two calendar weeks from the posting of this market survey.
