Description
This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation.   If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation  The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 541380, (H141) with a size standard $16.5 million. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1) is seeking to identify any vendor capable of providing Annual Boiler Inspection at the West Roxbury VAMC per the Statement of Work below.    This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy.  Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by 12PM EST, March 3, 2023. Contractor is responsible for all labor, materials, tools and special equipment required to perform the work. The boiler plant is equipped with 5 Cleaver Brooks firetube boilers. The boilers are equipped with parallel position combustion controls and Fireye EB-160 BMS systems. The plant is equipped with a tray type DA tank and a condensate tank. 2.0 Performance Requirements Perform Internal and External Type A or External / Operational Type C boiler inspections to include: Review of O&M history. Perform visual inspection, within the limits of accessibility, of all waterside and fireside of the boiler. Specific observations include documenting: Operation and maintenance practices Condition of the boiler water sides Condition of internal components Condition of the boiler firesides Condition of external supports and casings, insulation, piping, and instrumentation/controls Observe boiler light off with focus on boiler controls. Observe condition of piping hangers, insulation and auxiliary equipment. Prepare final inspection report with recommendations. DELIVERABLES Inspection personnel will be National Board Commissioned Inspectors Essential inspection equipment and consumables Field consultation to review conditions and report follow-up recommendations Final report, (1) original, and (1) electronic copy, provided at completion of on-site activity. The final report shall be an AF1222 compliant Boiler Inspection Report or equivalent, and include: Equipment identification Summary of inspection observations Specific follow-up recommendations Photographic documentation of significant finding will be provided at the end of the inspection process. Place of Performance: 1400 VFW Parkway, West Roxbury, MA 02132 Period of Performance: base year plus 4 options year. All work shall be performed during normal working hours, which exclude Saturdays, Sundays, Holidays and the hours prior to 7:00 A.M. and after 6:00 P.M. Only one boiler will be available for internal inspections during any one visit, thus five (5) visits will be required to complete the full annual inspection.
