- Solicitation extended one week due to newly installed drainage ditch in the same area as the Marquee mount project. Interested parties should coordinate site access or reach out to the Contracting Officer for photos.� Questions & Answers for DSCR East Gate Marquee Mount 1.�� �Page 2 of the Attachment 1 SOW under the 1. SCOPE section states that the contractor is to �complete the installation of the marquee� and �demonstrate that the marquee works correctly and is in good working order�. Shouldn�t this be by others? There are no details on the requirements for the marquee outside of the concrete, steel, and electrical stub ups outlined in the scope of work and drawing sheet. If we are truly required to install and run the marquee, we need to know who is the signage subcontractor and see their proposal. We also need to carry them under our subcontract, if we are to carry this responsibility.� a.�� �There is no other party subject to this SOW. �If the prime feels the need to hire a sub to commission the marquee and ensure that it is in working order, that is the prime�s choice. 2.�� �Is the area for the marquee sign inside or outside of the gate requiring badge access? a.�� �Inside the gate, vetting and passes will be required. 3.�� �What is the distance that electrical lines must be run? The SOW states just south of the retention pond but the picture on page 39 doesn�t show a retention pond.� a.�� �Estimated distance for electrical is 60 feet, for fiber optic 220 feet. 4.�� �Where is Building 457? What is the distance that fiber needs to be run from Building 457 to the marquee sign? There�s no scaled drawings to takeoff linear footages required.� a.�� �See estimate above. �Building 457 is just inside the east gate. 5.�� �Will coring and patching of exterior walls be required to get telecom into Building 457? If so, what is the wall construction.� a.�� �Yes. �Cinder block with brick veneer. 6.�� �The scope of work only outlines a few trades required: construction materials testing, excavation & backfill, reinforced concrete, structural steel, and electrical. Is this all that�s required? There�s no need for any Div 10 14 00 Signage, that is all by others? What about painting, does the steel need to be painted?� a.�� �Steel should be cold galvanized after installation. �No Division 10 requirements exist. 7.�� �Who�s responsible for installing the marquee? Who�s responsible for final connections? Who�s responsible for startup and check out? a.�� �The contractor. �The marquee is stored in Building 59 right now and has been previously installed. 8.�� �Will any road closures be required to perform the work? It appears that there might be a dirt path for work trucks and equipment but the marquee location is fairly close to one of the lanes, that my get obstructed from time to time for construction and deliveries. It�s possible the concrete truck may need to park in that lane to pour the slab. Is that an issue? � a.�� �No lane or road closures are needed. 9.�� �Will construction site security fencing and a lockable gate be required for the work area? a.�� �Only if the contractor intends to store anything in the work area that requires security. �Otherwise, not required. 10.�� �Where does E&S need to be placed? Are there any storm drains that need to be protected in the area? a.�� �No E&S protection or plans are required. �Area of disturbance is not even a significant fraction of an acre. 11.�� �Can excavation spoils be spread on site or must they be hauled off?� a.�� �Spoils may be spread evenly on site. 12.�� �The SOW discusses 3rd party testing for concrete. Will third party testing also be required for soils testing and compaction? How about steel inspections?� a.�� �No, the only third party testing required is for concrete. 13.�� �Page 3 of the SOW talks about trailer sign requirements. This job seems fairly small, will a job site trailer be required? a.�� �No job site signage is required. 14.�� �Will the superintendent be required to have OSHA 30, CQM certified, and First Aid/CPR? a.�� �Superintendent and QC should be separate individuals. �In light of the size of this project, a single person can serve both roles with the appropriate health and safety and QC certifications. � Update: Site visit scheduled 21 February 2023 at 1030.� The new screening system will require visitors and contractors to pre-enroll in DBIDS (Defense Biometric Identification System).� To begin the process, visitors and contractors will complete registration through the pre-enrollment website: https://dbids-global-enroll.dmdc.mil.� Upon entry of their information, visiting personnel will be provided an electronic form to download, which will have an individualized barcode and alpha numeric code.� The codes will be electronically sent to the visiting person�s sponsor.� Once in receipt of the barcode, the sponsor will email Security and Emergency Services and provide the barcode and sponsorship information.� Once the visitor/contractor is vetted and approved for installation access, Security & Emergency Services will notify the sponsor that the visitor/contractor can go to the DSCR Visitor Center to obtain his/her pass.� At the Visitor Center, the visitor provides the barcode and code provided earlier in the process and completes the credentialing process. Point of contact:� Mike Eck (804) 279-4694 Michael.Eck@dla.mil --------------------- Combined Synopsis/Solicitation Defense Supply Center Richmond (DSCR) East Gate Marquee Mount This is a combined synopsis/solicitation for construction prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice.� The solicitation number SP4703-23-Q-0010 is issued as a request for quote (RFQ).� The resulting contract will be a firm-fixed price award with an expected Period of Performance of 90 days after issuance of the Notice to Proceed (NTP). This acquisition is set-aside for 100% small businesses.� The North American Industry Classification System (NAICS) Code is 237310 (Highway, Street, and Bridge Construction).� The small business size standard is $39.5M.� Department of Labor Wage Determination based on location of the service provided (Chesterfield County, VA).� Partial proposals will not be accepted.� For an offer to be considered for award, the contractor must be within a commutable driving distance to the DSCR facility. A 120-mile radius from DSCR is considered the commutable radius. Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Also refer to clauses and provisions includes in this notice.� Past performance will be considered a part of Technical Acceptability, and the Contracting Officer will pull contractor data from CPARS and SPRS. ����������������������������������������������������� The contractor must be registered in the System for Award Management (SAM) prior to award.� If not already registered in SAM, go to the SAM website www.sam.gov to register prior to submitting your quote.� All inquiries must be submitted no later than 7 business days prior to closing date.� Acceptable method of quote or inquiries submission is Email to brandon.jump@dla.mil.
