Description
Existing IDIQ Contracts: 75N91021D00017, 75N91021D00022 and 75N91021D00023 Title: �Biomedical Computing, Analytic and Data Management Services.� Contracting Office Address: U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions, 9609 Medical Center Dr., Rockville, MD 20850-9700. Note:� THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Background: The Department of Health and Human Services, National Institutes of Health, at the National Cancer Institute, the Division of Cancer Prevention (DCP), and the Office of Acquisitions (OA) intends to issue a modification to increase the maximum value to the IDIQ contracts 75N91021D00017 - Information Management Services Inc (IMS) of Calverton, MD, 75N91021D00022 � ICF Incorporated, LLC of Fairfax, VA and 75N91021D00023 � Westat of Rockville, MD. This increase of the IDIQ maximum value is being established in order to continue support cancer research through biomedical computing, analytic and data management services, support cancer research with respect to providing information about molecular processes that are vulnerable to interventions, the development of chemoprevention agents, the discovery of early detection biomarkers, pinpointing mechanistically targeted nutrients, testing of screening methods and technologies, and supporting the conduct of clinical trials both through national networks and at the community level.� Since this contract was awarded in 2021, it has supported on-going expertise in data analytics, statistical and bioinformatic analysis, database administration, data reporting and informatics programming; tool development and data modeling; project management, data management, computer programming, computing infrastructure, website development and systems design/development; and clinical data procurement, validation, distribution, and informatics. Statutory authority:� 41 U.S.C. 253(c )(1), as set forth in FAR 6.302-1(a)(2)(ii), only one responsible source and no other services will satisfy agency requirements. IMS, ICF and Westat are the only responsible sources, and no other services will satisfy agency requirements. These services have been provided since May 10, 2013, with award of a sole-source IDIQ contract to IMS.�� The 2013 contract was followed by the award of two BPAs, HHSN261201500002B and HHSN261201500003B, to IMS in 2015, which expired in 2020.� The re-competition of these services in 2021 was to continue the support of critical cancer research programs, focusing on leveraging existing cancer data across NCI, while increasing competition through a multiple-award IDIQ, to a pool of the most highly qualified offerors, as a result of the competitive process, IMS, Westat and ICF, were selected for award. Based on experience with current task orders and resources in place, IMS, ICF and Westat have proven to be the qualified Vendors for the needed IDIQ contract maximum value increase. If the current IDIQ�s maximum value is not increased via this action, all programmatic Biomedical Computing, Analytic and Data Management Services-related requirements that complement, enhance and support cancer research efforts will not be able to continue and there will be a gap in the continuation of services, creating significant unacceptable delays in fulfilling the agency�s requirements in support of the ongoing cancer research. The proposed contract modification is for services for which the Government intends to continue and compete under the IDIQ pool of Contractors, IMS, ICF and Westat under the authority of FAR 6.302.
