Description

CYCLIC RESTRIPE J. EARLE BOWDEN WAY ROAD AND PARKING LOTS GULF ISLANDS NATIONAL SEASHORE SANTA ROSA AREA The NATIONAL PARK SERVICE, SOUTHEAST REGION, WEST MAJOR ACQUISITION BUYING OFFICE seeks quotations/offers to restripe the entire area known as J. Earle Bowden Way (Santa Rosa Highway 399) within the Gulf Islands National Seashore, an unit of the National Park Service (NPS), situated in Escambia County, Northwest Florida. See Attachment 3) MAP. Contractor shall provide all labor, material and equipment to apply traffic markings to re-stripe the current roadway markings, bike lane markings, and several parking lots. Work includes, but not limited to, stop bars, parking spaces, handicap spaces (including ABA Signs and Posts), restripe white and yellow hashing areas. All striping and accessibility space identification shall meet all applicable federal, state and local laws. Designated areas requiring CYCLIC RESTRIPE include: * 7.4 miles of double yellow line and solid white edge line on main road * 7.4 miles of bike lane identification (multiple bike pavement markings) * Parking area drive lane markings at Opal Beach Entrance Fee Station (all hand work) * Parking Lot 32A (Approximately 57; including 2 required ABA spaces of 3 required) * Parking Lot 33A (Approximately 55 spaces; including 2 required ABA spaces of 3 required) * Parking Lot 36A (Approximately 55 spaces; including 2 required ABA spaces of 3 required) * Opal Beach Parking Lot 34A (Approximately 140 spaces; including required ABA spaces) * Opal Beach Parking Lot 34B (Approximately 108 spaces; including required ABA spaces) * Opal Beach Parking Lot 34C (Approximately 70 spaces; including required ABA spaces) * Opal Beach Parking Lot 34D (Approximately 81; including required ABA spaces) * Opal Beach Parking Lot 34E (Currently Approximately 101 spaces; including required ABA spaces) This parking area will need some striping removed and remarked to accommodate 6 oversized vehicle parking spaces TRAFFIC AND ZONE MARKINGS PAINTS shall meet minimum specifications: * FDOT 971-1.6 and Federal Highways Specification: 634.05 Standard Fast Dry Waterborne Traffic Paint (Type B) TT-P- 1952 B or E Color: ASTM D1729 ""White"" Minimum 300 MCD * FDOT 971-1.6 and Federal Highways Specification: 634.05 Standard Fast Dry Waterborne Traffic Paint (Type B) TT-P- 1952 B or E Color: ASTM D1729 ""Yellow"" Minimum 300 MCD * Federal Specification: Color Standard 595B 35180 Blue Fast-Dry Waterborne Traffic Paint (TTP- 1952-E Type 1) Color: 72L-A002 Blue All quotations or offers timely received on or before 21 MAR 2023 @ 10 AM CDT response due date shall be considered. Submit quotations or offers via email to andre_ward@nps.gov. At a minimum, submit the SF-1442, Contract Price Schedule, Section K Reps-Certs. BASIS OF AWARD: Best Value considering only price and past performance based upon contracting officer's knowledge and or Contractor Performance Assessment Reporting System (CPARS).
