This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business concerns; (2); HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. � The anticipated North American Industry Classification System (NAICS) code for this acquisition is � 541511 - Custom Computer Programming Services, $34.0M. The anticipated contract type will be Firm-Fixed-Price. Introduction: The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), part of the National Institutes of Health, conducts, supports, and coordinates research on many of the most serious diseases affecting public health. The Institute supports clinical research on the diseases of internal medicine and related subspecialty fields, as well as many basic science disciplines. The NIDDK Office of Communications and Public Liaison (OCPL) coordinates and supports the Institute�s interaction with the public (including health care professionals and patients), researchers, and the media.� OCPL manages the NIDDK digital presence.� The enterprise NIDDK website is hosted in the Azure cloud and leverages the Sitecore content management system (CMS) as well as the Akamai content delivery network.� There remain only two, static websites that NIDDK plans to migrate into the enterprise website CMS. In addition, NIDDK is required to maintain its digital presence in a way that aligns with the US Digital Strategy guidelines and the 21st Century Integrated Digital Experience Act, while providing a high level of mobile-first customer service. NIDDK�s enterprise website hosts visits from nearly 60 million visitors annually.� An important �public face� of the NIDDK, the website performs critical communication functions for the NIDDK including facilitating biomedical research activities, demonstrating the value of the public investment in research, disseminating free health information translated from the research, and facilitating inquiry response. A key element of this requirement is the administration, maintenance and limited enhancement of the Sitecore CMS within an Azure hosting environment and leveraging an Akamai content delivery network while advancing the use of metadata, system integrations, machine learning, and AI to facilitate public access to NIDDK digital content on and off the NIDDK website. To maintain and enhance the existing systems, NIDDK previously utilized professional support services through an NIH-wide BPA. NIDDK used this agreement to acquire professional services. The BPA call order was awarded to Sapient Government Services (75N97020A00016/75N94020F00001) with a period of performance of 7/3/2020 to 7/2/2023. OCPL is seeking small business concerns capable of providing an array of professional and technical support services for digital activities over the course of a 12-month base period with four (4) 12-month optional periods. RESPONSES Capability Statement: Businesses/firms that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer (CO) and Contract Specialist (CS) listed below. The Government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements in response to this notice that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the sources sought notice number. Please do not provide general capabilities statements. Type of Company - as validated in SAM Company Point of Contact, Phone and Email address Individuals who can verify the demonstrated capabilities identified in the responses Industry certifications Capability Maturity Model� Integration (CMMI) level rating (level 3 or above preferred or evidence of in-process application and estimated completion date for same) International Standards Organization (ISO) 9001 Sitecore hosting and developer certifications Critical capabilities to demonstrate include: Ability to demonstrate technical administration, maintenance, architecture design, custom development and database administration for Sitecore� CMS versions 10 and higher Ability to administer a Microsoft Azure .NET hosting environment Ability to administer an Akamai content delivery network Ability to integrate website content with Electronic Health Record (EHR) systems, including utilizing encrypted connections such as Application Programming Interface (API) and Substitutable Medical Applications and Reusable Technologies (SMART) on Fast Healthcare Interoperability Resources (FHIR) coding technologies.� Customize provider and patent workflows and apply clinical metadata to patient education content and clinical decision aids for syndication.� Create metadata schema responsive to Health Level Seven (HL7) info button queries � Ability to configure metrics reporting guides for implementation in EHR Ability to Implement machine learning and Artificial Intelligence (AI) to facilitate public access to digital content including voice search Ability to customize and maintain Chatbot integration into a CMS-based website Evidence that the organization has successfully performed two projects in the last five years of similar size and scope. Similar projects must convey similarity in topic, dollar value, workload, duration, and complexity Additional capabilities to demonstrate include ability to: Transition work from another contractor Program management Perform Live-chat integration, customization, and administration Administer and customize a Digital Asset Management System (DAMS) Perform front-end development utilizing best practices in user experience or the United States Web Design System Develop, maintain, enhance, and syndicate interactive user content similar in complexity to Glomerular Filtration Rate (GFR) calculators and the Body Weight Planner. Manage multiple integrations to a CMS or similar system with outside systems and feeds similar in complexity to Clinicaltrials.gov, PubMed, NIH Intramural Database, National Library of Medicine MedlinePlus Connect, the Health and Human Services (HHS) Syndication Storefront, digital.gov Digital Analytics Program (DAP), Search.gov, Grants.gov, Github, and e-blast platforms Vet software, Software as a Service (SAAS) and Platform as a Service (PAAS) for potential Federal Information Security Management Act (FISMA) compliance Perform website analytics implementation, data analysis and synthesis Develop multi-channel digital performance measurement frameworks Demonstrate search engine optimization expertise Demonstrate expertise in development and administration of .NET technology stack web applications and databases Customize an on-site search engine Provide visual style guides Develop user guides and conduct user trainings Provide deliverables that are Section 508 compliant to the following standards 1194.21 Software applications and operating systems 1194.22 Web-based Intranet and Internet Information and Applications 1194.41 Information, documentation, and support
