- Notice of Intent to Award an 8(a) Sole Source Procurement to Elite Diversified Construction, Inc. (EDCI) This is a notice of intent of the U.S. Army Corps of Engineers, Memphis District, Contracting Branch to negotiate a sole source award with Elite Diversified Construction, Inc. (EDCI), 219 W. Young High Pike, Knoxville, TN. 37920-3051. This contract action will be accomplished using other than competitive procedures, because a statute exists that expressly authorizes or requires that this acquisition be made from a specific source or through another agency; specifically, FAR 6.302-5(b)(4) for sole source awards under the 8(a) program 15 U.S.C.637(a) and in accordance with 13 CFR 124.1-1(c) and FAR 19.8.� The MRL-M Levee Gravel Resurfacing project consists of furnishing all plant, labor and materials for levee crown and ramp resurfacing. To include any incidental related work, according to the specifications and plans. The work for this project is located at Levee System 21 of the Little River Drainage District, as indicated on the plans, in the following counties: Fulton County, KY., Cape Girardeau County, MO., Scott County, MO., and Lake County, TN. The exact location will be indicated on the contract drawings. The intended period of performance is fifty (50) days from time of notice to proceed. The proposed action will result in a firm-fixed price contract. The North American Industrial Classification System (NAICS) Code is 237990 (Other Heavy and Civil Engineering Construction) with a Small Business size standard of $39.5M. The estimated value of this project is between $1M and $3M. This Notice of Intent is posted for informational purposes only and is not a request for competitive proposals. Interested firms must identify their interest and provide documentation demonstrating their capability (include detailed technical information and other technical literature) demonstrating ability to meet the above requirements, by emailing Elite Diversified Construction, Inc. (EDCI) point of contact Randall Turman at Randall@EDCITN.com. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No requests for capability briefings will be honored as a result of this notice.�
