- PRE-SOLICITATION NOTICE FOR IFB 36C24223B0015 Project No. 526-19-529 Replace Loading Dock Canopy and Concrete Repairs at the James J. Peters VA Medical Center, Bronx, New York. CONSTRUCTION SERVICES GENERAL SCOPE/ STATEMENT OF WORK Project #: 526-19-529 COR: TBD The Contractor must furnish all labor, materials, tools and supervision to complete the following: This project will replace existing roofing of loading dock canopy located at the James J. Peters/Bronx VA Medical Center for the purpose of updating the loading dock canopy to be compliant with current safety standards. The Contractor must furnish all labor, materials, tools and supervision to complete the following: Removal of entire loading dock canopy roof Maintaining existing metal ceiling tiles, lights, and sprinkler system underneath Install new built-up roofing system compromising of vapor barrier, insulation, dens deck or equal roof-board, Ruberoid torch down layer, energy saving granule cap Roof to not to exceed top edge of roof and be properly pitched away from the bldg. and into drains. Cap and Ruberoid layers underneath to have seems running in same direction as water runs to drain. Include all drip edges along canopy perimeter. Add flashing to edges along building meeting roof to water seal any potential penetrations, minimum of 8 inch. Front Metal fascia along entire canopy to be entirely replaced. Match existing metal color and thickness. Replacement of corroded metal decking as shown in contract documents. Replacement or repairs of the structural roof supports. All structural supports to be weatherproofed to protect against corrosion. The existing drainage of the roof to be removed and replaced with new. All drains to have drain covers. Replace in kind existing dry pipe sprinkler system at the loading dock. Replace damaged ceiling tiles in kind under canopy for sprinkler replacement work. Ceiling tile information to be provided in solicitation. Add Alternate Scope: Add Alternate 1: Install an epoxy-based non-slip coating of sufficient grit of the entire loading dock platform. This work is to be completed in VA approved phases in order to prevent disruption to the loading dock deliveries and daily operations. Work will need be completed after hours and/or weekend in order to maximize completion of work and allow for full use the following Monday. Add Alternate 2: Repair, prep, fill, and provide a resinous, epoxy flooring for front section of warehouse area to steel joint, in order to reduce existing hazardous slope and improve durability of existing warehouse. Bidder/Offeror to field verify exact extent, location, and measurements of proposed area prior to submitting a bid for this solicitation. The construction services will include but not limited to the following: Fall Protection Qualified Person Fall Protection Qualified Person OT Referencing the scope above, the construction contractor shall continue to make an on-site inspection of all areas within the scope of the project to familiarize themselves with the ongoing conditions, and existing conditions that may affect work. The construction contractor shall re-verify all dimensions (as necessary) including re-verification of drawings and information furnished the AE and by the VA. As per VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors: Contractor employees who work in or travel to VHA locations must comply with the following: Documentation requirements: If fully vaccinated, contractors shall show proof of vaccination. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test that includes an affiliated telehealth service. Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. Notable skill trades: General Construction, Electrical, Mechanical, Plumbing, Flooring Applicable NAICS Code: 236220. Estimated Completion Time: 400 Calendar Days from receipt of NTP. Award will depend on availability of funds at time of award. This procurement is a 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered and certified in the Veterans Small business Certification database at https://veterans.certify.sba.gov/ prior to submitting a bid for this project. Prospective contractors must be registered and current in the System for Award Management (SAM) database prior to contract award: https://www.sam.gov/portal/public/SAM/ Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive at time of bid. Prospective contractors must be approved under NAICS Code 236220, with a Size Standard of $45 Million. The NAICS Code selected has been approved as the most appropriate for the project related tasks and SOW. This NAICS Code will not be subject for discussion or change. The cost range for this project is between $250,000 and $500,000. A bid bond will be required, and performance and payment bonds will be required upon award of contract. The solicitation will be released on or around March 15, 2023. The bid submittal address, date and time will be included in the solicitation. Specifications and plans will be available for download from the Sam website at https://www.sam.gov Amendments to this solicitation will be posted on the Sam.gov website as well under IFB 36C24223B0015. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid opening. There will be an actual bid opening for this IFB solicitation, and all bid submissions must be in hardcopies, and hand delivered to the Contracting Officer prior to bid opening date.
