Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Intermodulation Products (Cage: AG65N), located in Segersta, Sweden, on a sole source basis under the authority of FAR Subpart 13.106(b), soliciting from a single source to receive services to upgrade the number of channels and the bandwidth of an Intermodulation Products device (IMP VIV-100). NIST�s Advanced Microwave Photonics Group performs highly sensitive experiments using high-speed modulation of microwave fields at cryogenic temperatures to control and measure superconducting quantum circuits. The group requires the ability to perform fast feedback, where the control signals can be changed in real time based on the outcome of a quantum measurement. To control and measure superconducting qubits, the group needs instruments that combine arbitrary waveform generation with complex signal analysis, integrated on a common low-latency FPGA control board for fast feedback. The group currently owns an instrument that meets most of the requirements, but it is limited in bandwidth (4GHz) and the number of channels (8). The group requires an upgrade to 16 channels and a bandwidth to more than 8GHz for the device in NIST�s possession. NIST believes only Intermodulation Products can complete the upgrades as they are the original equipment manufacturer (OEM). The NAICS Code is 811210, Other Electronic and Precision Equipment Repair, with a small business standard of $34.0 million. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used, it is estimated that an award will be issued by April 15, 2023. All responses to this notice of intent must be submitted to the Contracting Officer at aaron.ritter@nist.gov no later than the submission deadline of this notice.
