Description

PURCHASE DESCRIPTION. The SEC National Ground Intelligence Center (NGIC) branch of Army Contracting Command-INSCOM (ACC-I), Acquisition Support Division (ASD), intends to issue a full-and-open competitive solicitation for Electronic Warfare Integrated Reprogramming (EWIR) analysis, production, and process support services. CONTRACT TYPE. The U.S. Government anticipates a single award, cost-plus-fixed-fee (CPFF), indefinite delivery/indefinite quantity (IDIQ) contract type. WORK SCOPE.�A non-personnel service contract for highly specialized, mission-critical EWIR support services is anticipated. Required services include all-source intelligence research, data transfer and administration, EWIR database system (EWIRDB) initialization, comprehensive EWIRDB system updates, continuous lifecycle EWIRDB system production, intelligence support to procurement and acquisition programs, parametric review of intelligence data, electronic intelligence database maintenance, and project management. The contractor shall be tasked to perform EWIR production, an on-going effort that involves analysis of all-source intelligence information and electronic intelligence (ELINT) intercept data, the derivation of threat system assessments and identification of signal parameters, and the publication of validated system and signal information in the EWIRDB. In accordance with FAR 5.204, this announcement serves as pre-solicitation notice that a solicitation will be posted ??????10 MAR 2023 at https://www.sam.gov/. This notice is NOT a request for proposal (RFP).
