This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.a. Project Title: Plumber/HVAC Mechanic Service 1.b. Description: VA Greater Los Angeles Healthcare System is seeking (9) plumbers at the VA West LA Campus, (3) AC Mechanics at the VA Sepulveda Campus and (1) AC Mechanic at the LA ACC Medical Center to provide temporary service. 1.c. Project Location: VA Greater Los Angeles Healthcare System 1.d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26223Q0598. 1.e. Set Aside: This solicitation is issued as a Service-Disabled Veteran Owned Small Business set aside. 1.f. Applicable NAICS code: 238220, Plumbing, Heating, and Air-Conditioning Contractors. 1.g. Small Business Size Standard: $16.5 Million 1.h. Type of Contract: Firm Fixed Price 1.i. Period of Performance: 6 months 1.j. Wage Determination applicable to this project: SCA WD 2015-5613 revision 23 1.l. Request for Information (RFI) should be submitted via email no later than 10am PST Tuesday, Feb 21st, 2023, to ositadima.ndubizu@va.gov 2. Statement of Work 2.1. Objective. VA Greater Los Angeles Healthcare System is seeking (9) plumbers at the VA West LA Campus, (3) AC Mechanics at the VA Sepulveda Campus and (1) AC Mechanic at the LA ACC Medical Center to provide temporary service. 2.2. Background. Tools, equipment, and material will be provided by the VA. Vendor must be able to provide staffing for requirement of all three locations. Vendor shall provide company uniforms. 2.3. Scope. Plumber: Working Hours: Five days a week from 7:00 AM to 3:30 PM five days at the VA West LA Campus, 11301 Wilshire Blvd., Los Angeles, CA 90073, 8:00 AM to 4:30 PM at the VA Sepulveda Campus. The plumber shall work on a variety of systems such as steam distribution, water supply, fire sprinklers, drainage, sewage, oxygen, medical air, vacuum and nitrous oxide distribution and storage as well as mechanical equipment and appliances. Plumbers shall coordinate fully with the VA Facilities Manager and their immediate VA supervisor. The contractor shall be experienced with all aspects of medical facility plumber services requirements safely and effectively. Major duties and tasks include, but are not limited to: Repairs Plumbing Systems. The work involves installing, modifying, and repairing new and existing plumbing utility, supply, and disposal systems. Repairs equipment such as sewage, water, oil, and gas distribution systems and water closets, tubs, fire sprinkler systems, and showers. Works from building plans, blueprints, and sketches, to plan and lay out the routing, placement, slant, slope, fall, and proper operation, of systems and equipment. Uses tools and equipment such as plumb bobs, mercury gauges, dividers, closet augers, sewer snakes, drain cleaners, high pressure jetters and hydrostatic pumps. Installs Plumbing Systems Plumber must possess demonstrable knowledge of the plumbing code. Install plumbing systems. Installs, modifies, and repairs systems by locating and tapping main lines, setting up system routes, placing and cutting route openings, placing hangers for proper level and slope. Determines and installs valves, traps, and unions needed for proper operation systems. Installs equipment by completing the routing and placement of systems leading to the equipment, and seating, hooking up, and testing the plumbing equipment. Modifies Plumbing Systems. Plans and lays out the needed routing, placement, slant, slope and fall of systems. The plumber tests and makes needed adjustments to systems and equipment for proper operation, flow, drainage, and sanitary conditions. Installs, Modifies, Repairs Piping Systems - Piping systems include water, natural gas, high/medium/low pressure steam and condensate, medical gases, compressed air, heating and cooling, sewer, fire protection, irrigation, and deionized water. Sets up system routes, places, and cuts route openings, installs regulating devices, and places hangers for proper pitch and elevation. Determines and installs risers, flexible branches, expansion joints, pumps, gauges, and pressure regulators in the combination needed to support the pressures of the systems and that ensure the proper operation of the systems. Reads and interprets blueprints, layout sketches, manufacturers' literature, and specifications for sizing, estimating, installing, and repairing new or existing piping systems. Replaces sections of pipe, repairs steam traps and relief and control valves. Cuts, threads, and connects pipes by means of union, flanges, and sweating. Fits pipe sections by screwing, bolting, brazing, welding, gluing, fusing, and soldering. Test systems and equipment for proper operation, circulation, flow, pressure, and leak-free joints. Traces and troubleshoots pipelines, systems, and equipment to locate and repair leaks and trouble spots. Plumber will have to also demolish portion of wall / ceiling to locate pipe leaks. Perform safety and preventive maintenance inspections of systems and equipment. Must have knowledge of all the applicable health and safety standards (including but not limited to OSHA requirements) while performing work. Plumber must possess demonstrable knowledge of how various high-pressure piping systems and equipment, such as steam heating, steam generation, and circulating pumps, are installed and operate. Ability to plan and lay out the installation, modification, and repair of various new and existing piping systems and equipment. Ability to interpret and apply building plans and blueprints, and to use shop mathematics to lay out angles, arcs, and circles. Skill in any of the accepted trade methods and techniques. Skill in the use of tools and equipment such as sliding squares, plumb bobs, core drills, grinders, pipe cutters, pipe threaders and pipe wrenches. The HVAC Mechanic must possess a good working knowledge and understanding of the Uniform Plumbing and Mechanical Code and able to apply this knowledge of plumbing principles. HVAC Mechanic: Working Hours: Five days a week from 8:00 AM to 4:30 PM at the VA Sepulveda Campus. HVAC Mechanic installs, tests, modifies, and repairs large central air conditioning and heating system providing a variety of functions such as: heating, cooling, chilled water, hot water, VAV boxes, humidifying, dehumidifying and air and water circulation. Major duties and tasks include, but are not limited to: HVAC Mechanic must be able to install, test, modify, and repair large package systems ranging from 1 ton to 50 tons and larger, special purpose HVAC and refrigeration systems and equipment which provide for specific and critical environmental conditions for areas such as laboratories, animal research rooms, animal storage and isolation facilities computer centers etc. Installation, repair, maintenance, troubleshooting, and modification of special purpose climate control systems located throughout the Facility. The requirements for climate control constantly change in these areas, so the HVAC Mechanic must be highly skilled in unique modifications to these systems, which provide special air flows, volumes, temperature, and pressures to critical and experimental areas. The HVAC Mechanic is responsible for providing a balanced system of climate control, where one area may be a research lab with highly sophisticated experimental procedures which require clean temperate air while another area would have special cool air for adjusting highly sophisticated experimental equipment which would constantly require climate compensation to insure reliability. The HVAC Mechanic must understand pressure profiles and component pressure drops affecting the performance of a variety of air conditioning equipment, all types of air and ventilation systems i.e., supply air, return air, exhaust, fresh air make-up, etc. Volume dampers and power operated dampers which are linked into controls and instrumentation which sense changes in critical test conditions or sensitive environments. Checks heating, cooling volume pressure functions and maximum/minimum flow rates for factory set air terminal units and makes modifications to components for specific environmental needs. Adjusts fan speeds to provide for specific design flows, makes pilot tube traverses of all trunk lines and major branches to assure proper proportion of air flow. Must complete HVAC controls and instrumentation including wiring and piping, thermometers, gauges, thermostatic controllers, motor controls, interlocks, P.E. and E.P. relay switches, control dampers, control valves and operators and duct work and modifies and adjusts those components and systems to meet specific environmental needs. Maintains zone damper motors, rods, and linkage; also, routinely check condensate drain piping; duct connections; repairs automatic rotary filter motors and controls. The HVAC Mechanic must be able to repair, modify, maintain, and troubleshoot Facility fume hoods and fume ventilation equipment as required by need. Special purpose portable fume hoods must be installed, flow rates altered, and filters and filter systems must be designed, built, and modified. Maintains, modifies, repairs, and does preventive maintenance on all controls for large central A/C and heating systems, such as pneumatic, electric, and electronic controls, and troubleshoots electronic control panels using voltmeter, amp probe, and digital meters. HVAC Mechanic must be able to test and balance the water flow using an annubar flow meter to calibrate the water flow. HVAC Mechanic must be able to test and balance the air flow by using a velometers air velocities and air streams by using anemometers and air temperature, velocity and static pressure by using air meter. HVAC Mechanic must be able to work on a wide variety of air conditioning and refrigeration i.e., split systems, roof top systems, multiple evaporator systems, air cooled condensing units, water cooled condensing systems, shell and coil condensing systems, tube and shell condensing systems, cooling towers, walk-in freezers, expendable refrigerant systems using liquid nitrogen multistage systems where ultra-low temperatures are desired, evaporative condensing systems etc. Work includes installing, troubleshooting, determining cause of malfunctioning equipment, repairing, implementing equipment changes, recognizing need to optimize location of equipment of special needs air conditioning units and systems requiring frequent modifications to allow for critical and special climate conditions particularly in experimental areas such as laboratories or where other test conditions may prevail. In addition, the individual will perform quality control checks of work done by outside contractors to assure that the work meets the needs of the area and is compatible with the existing system. 2.4. General Requirements The contractor shall ensure its personnel have, at a minimum, three-years of relevant experience, technical knowledge, and responsibility and integrity. The contractor shall ensure it possesses a contingency plan to replace staffing personnel who cannot perform the assigned job duties and tasks. Back up personnel shall be provided at no additional costs for all planned and extended unplanned days off to ensure continuity of plant operations and contractual requirements. Contractor employees will have to get their security clearances prior to start of work and to be on site. Employees will provide their security applications for security clearance, will have to travel to the VA West LA Security Office at 11301 Wilshire Blvd, Building 218, Los Angeles, CA 90073 for fingerprinting and after clearance for photo badge issuance. Note that project NTP will be issues after 12 of the employees have been fully cleared thru VA security process. Contractor personnel must be available to work any day of the week 2.5. Performance Monitoring. The Contracting Officer Representative (COR) will monitor contractor performance and certify the work was done in accordance with the SOW. 2.6. Period of Performance. The period of performance will be 6 months. If the holiday falls on a Sunday, the following Monday will be observed as a National holiday. Overtime & Holiday Pay: Overtime pay is at the rate of one and one-half times the employee's regular rate of pay for all hours worked in excess of eight up to and including 12 hours in any workday, and for the first eight hours of work on the seventh consecutive day of work in a workweek. Overtime pay also includes Federal Holidays. 2.7. Contractor Personnel Background Requirements. a. The Office of Security and Law Enforcement provides Department-wide policy on the assignment of appropriate position sensitivity designations associated with Department of Veterans Affairs (VA) positions involving national security and public trust responsibilities, and on the level of background investigations required for applicants for, and incumbents of, those positions. In addition to VA employees, the policy and investigative requirements are applicable to Contractor personnel who require access to VA computer systems designated as sensitive. b. Personnel who require access to VA computer systems shall be subject to all necessary background investigations and receive a favorable adjudication from the VA Office of Security and Law Enforcement to ensure compliance with such policy. If such investigation has not been completed prior to contract commencement, the Contractor shall be responsible for the actions of those individuals performing under the contract. c. Should the contract require Contractor personnel to maintain U.S. citizenship, the Contractor shall be responsible for compliance. Regardless of U.S. citizenship requirements, Contractor personnel are required to read, write, speak, and understand the English language, unless otherwise specified in this contract or agreed to by the Government. d. The cost of such investigations shall be borne by the Contractor, either in advance or as reimbursement to the Government. The level of sensitivity shall be determined by the Government on the basic of the type of access required. The level of sensitivity will determine the depth of the investigation and the cost thereof. Currently, the current estimated costs for such investigations are as follows: Level of Sensitivity Background investigation level Approximate Cost Low Risk National Agency Check with Written Inquiries $ 231.00 Moderate Risk Minimum Background Investigation $ 825.00 High Risk Background Investigation $ 3,465.00 e. The Contractor shall be required to furnish all applicable employee information required to conduct the investigation, such as, but not limited to, the name, address, and social security number of Contractor personnel. The VA will provide all the necessary instructions and guidance for submission of the documents required to conduct the background investigation. Background investigations shall not be required for Contractor personnel who will not be required to access VA computer systems nor gain access to sensitive materials. 2.8. Contractor Employees a. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contract Personnel shall be subject to the same quality assurance standards or exceed current recognized national standards as established by the Joint Commission (JC). b. Badge. Contractor shall obtain a Contractor I.D Badge from the VA Police. All Contractor personnel are required to wear I.D Badge during the entire time on VA facility. The I.D Badge MUST have an identification picture and shall state the name of the individual and the company represented. c. PARKING: It is the responsibility of the contract personnel to park in the appropriate designated parking areas. Parking information is available from VA Police & Security Service Office. The Contractor assumes full responsibility for any parking violations. d. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas. 2.10. Insurance Coverage a. The Contractor agrees to procure and maintain, while the contract is in effect, Workers Compensation and Employee s Public Liability Insurance in accordance with Federal and State of California laws. The Contractor shall be responsible for all damage to property, which may be done by him, or any employee engaged in the performance of this contract. b. The Government shall be held harmless against any or all loss, cost, damage, claim expense or liability whatsoever, because of accident or injury to persons or property of others occurring in the performance of this contract. c. Before commencing work under this contract, the Contracting Officer shall require the Contractor to furnish certification from his/her insurance company indicating that the coverage specified by FAR 52.228-5 and per FAR Subpart 28.307-2 has been obtained and that it may not be changed or canceled without guaranteed thirty (30) day notice to the Contracting Officer. d. The Contractor shall furnish to the Contracting Officer within fifteen (15) days of award an Official Certification from the insurance company indicating that the coverage has been obtained and that it may not be changed or cancelled without guaranteed thirty (30) day notice to the Contracting Officer. New certifications shall be furnished at least thirty (30) days prior to the expiration date of the current insurance policy. The phrase will endeavor is not acceptable terms to the Government and such coverage carrying that phrase will be rejected and services may not be rendered until proper certificate is issued. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, dated 10/10/2019.
